Procurement Manager – Infrastructure

Blackbook Executive is partnering with a high-profile organisation to appoint an experienced Procurement Manager to lead infrastructure procurement activities within a fast-paced and evolving environment.

This newly created role offers the opportunity to contribute to a broader procurement transformation and support the delivery of complex capital works projects.

The role:

• Lead end-to-end procurement activities across infrastructure categories, from sourcing strategy development to tendering, negotiation, contract award, and supplier management.
• Develop and implement category plans to drive value, manage risk, and support organisational objectives.
• Provide procurement expertise and advice to internal stakeholders, ensuring compliance with relevant policies, procedures, and governance frameworks.
• Manage procurement processes for construction, maintenance, and related infrastructure projects, including high-value and complex tenders.
• Build and maintain strong relationships with suppliers and contractors to ensure optimal project delivery and performance outcomes.
• Identify opportunities for cost savings, innovation, and operational improvements within the infrastructure portfolio.
• Support the broader transformation of the procurement function, contributing to the development of best practice procurement processes, templates, and frameworks.

What you will need:

• Proven experience managing infrastructure and/or construction procurement categories.
• Strong commercial acumen and understanding of capital works project delivery.
• Excellent stakeholder engagement skills, with the ability to influence and advise senior leaders.
• Comfortable working in a compliance-focused, governance-heavy environment.
• Experience developing category strategies and managing end-to-end sourcing processes for infrastructure or built environment projects.
• Highly organised, solutions-focused, and able to thrive in a dynamic and evolving environment.
