As we prepare to enter the higher education sector, we are looking for a dynamic and experienced Chief Operating Officer (COO) to play a pivotal role in shaping the operational strategies and execution of the institute's vision and mission.
Position Overview:
The Chief Operating Officer (COO) will be a key executive leader responsible for overseeing the day-to-day operations of Harrow Institute as we transition into the higher education sector. The COO will ensure the institute’s operational efficiency and effectiveness, guiding strategic initiatives, optimizing processes, and fostering a high-performance culture. This role is integral to the successful establishment, registration, and growth of Harrow Institute in compliance with TEQSA’s regulatory framework and Australian higher education standards.
Key Responsibilities:
Operational Leadership and Strategy
Lead and oversee the operational functions of the institute, including but not limited to administration, academic support, student services, facilities, and information technology.
Develop and implement operational strategies aligned with the institute’s overall business plan and TEQSA registration process.
Partner with the CEO and Board of Directors to define key performance indicators (KPIs) and performance metrics to monitor progress.
Ensure the seamless integration of the institute’s policies and operational processes to maintain compliance with regulatory bodies, including TEQSA.
TEQSA Registration and Compliance
Support the CEO in driving the TEQSA registration process and ensure adherence to the regulatory requirements for higher education providers.
Oversee the preparation of documentation, policies, and reporting required for TEQSA compliance.
Keep abreast of changes in higher education regulations and policies to ensure the institute maintains full regulatory compliance.
Financial and Resource Management
Oversee the development and management of the operational budget, ensuring cost-effectiveness and financial sustainability.
Monitor and report on financial performance, identifying areas for improvement and cost optimization.
Manage resources effectively, ensuring that the institute’s human, financial, and physical resources are aligned with its strategic goals.
Academic and Student Services Support
Collaborate with academic leadership to support the delivery of high-quality educational programs and student services.
Implement systems and processes that enhance the student experience, including recruitment, retention, and overall satisfaction.
Foster a student-centric approach throughout the organization, ensuring academic and student services support is effective and efficient.
Team Leadership and Culture
Build and lead a high-performing, collaborative, and accountable operational team.
Foster a positive organisational culture focused on innovation, inclusivity, and continuous improvement.
Provide mentorship and guidance to staff across all operational areas, promoting professional development.
Stakeholder and Vendor Management
Develop and manage relationships with key external stakeholders, including government agencies, regulatory bodies, industry partners, and vendors.
Negotiate and manage contracts with service providers, suppliers, and partners.
Ensure that operational partnerships align with the institute's strategic goals.
Risk Management
Identify and manage operational risks, ensuring appropriate mitigation strategies are in place.
Develop and implement crisis management plans and contingency procedures.
Qualifications and Experience:
Proven experience (3+ years) in a senior operational leadership role within the education sector, with a strong understanding of the Australian higher education landscape.
Demonstrated success in managing operations within a TEQSA-regulated environment, ideally having been involved in the TEQSA registration process.
Strong knowledge of Australian higher education policies, regulations, and accreditation standards.
Experience managing cross-functional teams in a high-growth or start-up environment.
Exceptional leadership and interpersonal skills, with the ability to inspire, motivate, and lead teams effectively.
High-level problem-solving abilities, with a strategic and innovative mindset.
Relevant tertiary qualifications in business, education, or a related field; an MBA or similar postgraduate qualification is highly desirable.
