We are seeking a dedicated and experienced Senior Network Access Specialist to join our Delivery Occupation team in our Projects function.

This newly created role is pivotal in ensuring the coordination of access meets operational requirements across our regional rail network.

About the Role

As the Senior Network Access Specialist, you will provide specialist operational expertise and collaborate with various teams to manage and govern Notice of Intent (NOI) entries, ensuring the smooth issuance of safety-critical documents and coordination of impacts to the Master Schedule.

This is an excellent opportunity for an existing V/Line employee or someone with relevant, extensive rail experience and knowledge of the V/Line network to further develop their network and operational expertise.

Your key responsibilities in this role are to:

• Integrate with and support Network Control and Network Services - Planning with navigating and reviewing requests for access and occupations relating to projects.
  
• Develop and distribute V/Line safety-critical documentation, including Safeworking Occupation (SWO) Circulars and Train Operating Notices (TONs).
  
• Oversee V/Line's operational management system for tracking closures and access (NOI) and support system or process improvement initiatives.
  
• Manage and chair Access and Occupations meetings, including minute-taking and tracking progress of actions.
  
• Support projects with managing the process to apply for access and occupations on our network, representing the needs of Network Services - Planning at various meetings.
  
• Identify and escalate any issues or conflicts with planned access and occupations.
  
• Mentor junior Project Network Access roles to ensure skill transfer and knowledge building within the organisation.
  

About You

You are a capable rail professional with extensive experience in rail network management, planning, and scheduling.

You have strong negotiation skills and build effective relationships with diverse stakeholders. With at least ten years of relevant experience, you can draw on previous examples where you have achieved tasks related to quality, function, timeframes, and cost.

Key selection requirements:

• Relevant rail network management experience (10+ years), preferably with credentials in rail management, planning, and scheduling.
  
• Demonstrated experience leading, coaching, & mentoring successful teams, preferably with supporting qualifications in leadership and people management.

• Demonstrated knowledge and experience in the application of Rail Network and Safeworking systems.
  
• Understanding of the geographical and physical configuration of the Victorian Rail Network, including knowledge of rail operating systems and train control.
  
• Knowledge of V/Line Network and understanding of adjacent Accredited Rail Organisation (ARO) networks.
  
• Highly competent in the use of train planning programs TRACKR and Train Plan.
  
• Sound understanding of timetabling and scheduling in the rail network and an ability to interpret a train graph.

• Experience with the Victoria Book of Rules and Operating Procedures.
  
• Support V/Line in future improvements and/or replacement of the Notice of Intent (NOI).

Benefits

The salary for this position is within a fixed range of SO 1.3 (Base $129,759) to SO 3.1 ($149,495), as per the V/Line Rail Operations and Administrative Employees Agreement 2023. Salary will be determined based on the successful candidate's skills, experience, and alignment with the role.

Benefits for these permanent roles include 4 weeks' annual leave, 17.5% leave loading, 11.5% employer-paid superannuation, and free myki travel for metro & regional travel.
