Osborne Richardson continue to be the experts in regional Government recruitment across Queensland, and we have an absolutely cracking role to bring to the market today. We are seeking the assistance of a Manager of Parks and Recreation to join our client in Central Highlands Regional Council. This role will be based in the wonderful town of Emerald and Central QLD, where housing will be provided. You will then commence ASAP and run right through until the end of 2025 at the earliest. Pay rates commensurate with the seniority of the role will see you well into the $100s per hour plus super.
In your new role, you will report directly to the General Manager Communities, and lead, organise, manage and provide senior management-level direction and oversight for all activities and operations of the parks and gardens, community facilities and sport and recreation teams. In particular, you will utilise your existing leadership and people management skills to undertake a variety of duties including:
- Leading the successful delivery of recreational assets and facilities, parks and gardens asset maintenance and planning and horticultural programmes. Establish and maintain effective relationships to drive performance with
community representatives, local sport, and recreational providers/clubs. - Produce complex reports, delivering presentations, workshopping with councillors, community engagement, developing policies, and networking at key events.
- Leading, motivating, development and support of multi disciplinary work teams, coordinating activities of the section coordinators to achieve organisational goals.
- Provision of leadership that encourages business units to create a continuous improvement culture and implement best practice management systems in their work areas.
- Preparing, consulting and implementation of policies and procedures to establish strategic planning, a culture of proactive compliance to achieve organisational goals.
- Ensuring that effective policies, procedures, systems and services are in place to provide and maintain the highest level of service across the functions within the Parks, Recreation and Facilities team.
- Planning, implementation, and tracking of specific short-medium term projects having a beginning, an end, and specified deliverables.

- Degree qualification in a relevant field at a Bachelor Degree minimum (Post Graduate will be advantageous)
- Demonstrated business management skills across a broad range of parks and recreational disciplines within a similar environment including staffing, administration, finance, asset and project management.
- Demonstrated ability to establish and maintain a positive and professional work culture within the work environment.
- Demonstrated high standards or personal ethics and integrity, high levels of discretion and diplomacy with proven ability for transparent and professional decision making.
- Knowledge of industrial relations, equal employment opportunity and work health and safety legislation and the capacity to develop a customer focused and ethical culture and an equitable, healthy and safe workplace.
- Ability to lead, motivate and drive outcomes with strong self-awareness and resilience.
- Experience within a state of local government environment and with change management processes would be well thought of.
