On this occasion, we are assisting a Local Government in one of the most beautiful areas of Northern Queensland with a gap in their Executive team. We are seeking an Executive Manager of Development Services to join the team on an initial fill-in contract until the end of June. Why so short, I hear you say... Well, the role has recently become vacant, so this is scheduled to cover the recruitment process for a new permanent occupier of the position. What this means is that, not only is it an ideal role if you are looking for a fantastic short-term role, it is also a perfect way to ensure you get a true head-start if you are hoping to secure the role in that permanent process.

We offer this role with a view towards the successful candidate either working on-site in Northern Queensland or a hybrid arrangement between Northern Queensland and home working. Accommodation will be provided for all time working on-site. Fully remote working is not entirely out of the equation however, you will have to put across a strong case for us to grant your wish in this respect.

In this key leadership role, you will take your place as a member of the Office of the CEO management team be accountable for a wide variety of Planning and Development services, including:

Strategic land use planning and policy

Development assessment (planning and engineering)

Building/plumbing certification

Local government approvals

Enforcement and regulatory services (development related)

Education and advisory services

In leading these areas, your duties will include:

Proactive strategic policy development, program delivery and expert advice on planning, regulatory and environmental matters.

Contribution to strategic planning of Development across the Council area and the region and provide input into the planning of critical Council assets.

Preparation of Council reports as required for relevant matters including Development Applications.

Managing all planning applications and ensure processing is undertaken within the statutory timeframes.

Ensuring compliance with all legislative and statutory requirements and provide leadership in management of legislative change.

Managing the overall operational, budgetary, and financial responsibilities and activities of the department in accordance with Council’s goals, objectives and plans.

Preparing delivery and operational plan actions/objectives/goals/targets relevant to the department, including budgetary and other resource requirements, and monitor and report on the plan performance in a timely manner.

Leading Development Assessment meetings with Engineering and any other teams as required to ensure assessment of development (including exempt, state and regional development proposals and impacts are considerate of all relevant Council requirements and suitable conditions are proposed where required

Providing high level leadership in the design and implementation of business strategies, plans and procedures for Council organisational processes.

Relevant tertiary qualifications and/or significant relevant work experience at management level in a related field.

Demonstrated leadership and management experience in planning, development building/plumbing inspection.

Knowledge and expertise in current best practice, policy directions and priorities relating to the delivery of development and planning services.

Demonstrated ability to provide supervision and expert advice on complex technical matters relating to planning, environment and regulatory matters.

Proven ability to apply the relevant legislation along with the associated statutory and development/strategic planning processes.

Superior communication and interpersonal skills, including demonstrated experience in developing effective relationships with a diverse range of internal and external
