About the Role
The Team Leader Statutory Property Services reports to the Head of Property and will be responsible for managing the Property Officer to deliver Council’s operational and legislative duties relating to Council’s property portfolio – including right of way sales, road discontinuances and geographical place naming.
• Ensure organisational compliance relating to policy and legislation
• Manage internal and external stakeholders including lawyers, valuers and the broader community.
• Proactively identify and evaluate opportunities for road discontinuances and sale of minor assets and/or right of ways.
• Lead the procurement of valuation reports, legal services and other relevant consultancies and advice to facilitate sale of minor assets, right of ways and road discontinuances.
• Lead the preparation of relevant Council reports and legislative documentation
• Identify and manage any adverse possession claims over Council property or unused roads.
• Lead the development and implementation of the team’s process and policy reform initiatives
• Support the Head of Property and lead the team with processes relating to the disposal of Council properties.
• Maintain Council’s statutory property register and databases.
• Prepare monthly/quarterly/annual budget reports/forecasts for all revenue and expenditure associated with statutory property matters.
• Manage Geographical Names requests and processes.
Skills & Experience
• Tertiary qualifications in property, property law or planning, and/or proven experience in a similar role within local and/or state government
• Knowledge and experience in statutory property services, right of ways, road discontinuances, land sales and acquisitions
• Demonstrated experience in leading teams to undertake property related transactions, land management, legal compliance and relevant legislative processes within the local and/or state government environment
• Demonstrated ability to procure professional services such as valuation and legal services.
• Demonstrated ability to negotiate property contracts and agreements, resolve property disputes and legal issues.
• Demonstrated experience in team leadership and stakeholder management
• Highly developed customer relations skills and extensive experience with working with a diverse range of people (including community members) to deliver quality outcomes
