About The Role

At Hunter New England Health, we know that attracting and retaining a skilled workforce is critical to delivering quality healthcare in our rural and regional communities.

We're looking for a collaborative and strategic leader to drive the Rural Health Workforce Incentive Scheme (RHWIS) and lead innovative rural talent attraction initiatives that make a genuine difference where they're needed most.

You'll lead the effective implementation and strategic oversight of one of NSW Health's key rural workforce initiatives, ensuring RHWIS is delivered through strong policy leadership, robust data management and reporting, meaningful stakeholder engagement, and a commitment to continuous improvement that supports rural workforce attraction and retention outcomes.

You'll also play a key part in strengthening HNE's rural workforce by building hiring manager capability, enhancing talent pipelines and developing targeted attraction strategies for approved RHWIS positions and other critical rural vacancies. Providing expert advice, identifying emerging workforce needs and partnering with key stakeholders, you'll help improve recruitment outcomes and candidate experience across our rural and regional services.

What You’ll Be Doing

We are looking for someone who brings both strategic insight and operational excellence. You will demonstrate:

Lead the end-to-end delivery of the Rural Health Workforce Incentive Scheme (RHWIS), managing position reviews, applications and policy administration to ensure incentives are administered accurately, efficiently and in line with NSW Health requirements.

Own and oversee RHWIS reporting and data governance, maintaining the integrity of the District's central database and SharePoint register to support Ministry reporting, funding allocations and informed decision-making.

Monitor and manage risk, proactively identifying issues related to milestone obligations, staff movements and policy compliance to ensure incentive arrangements are appropriately managed and risks are mitigated.

Provide expert advice and stakeholder support, working closely with the Ministry of Health, People & Culture teams and operational leaders on policy interpretation, industrial matters and emerging workforce challenges.

Represent Hunter New England Health at local and state forums, contributing to consultations, sharing insights and helping shape the continuous improvement of the evolving RHWIS framework.

Build understanding and capability across the District, delivering education and advisory sessions to recruitment teams, hiring managers and senior leaders on RHWIS governance, eligibility and best practice.

Partner with hiring managers and stakeholders to identify workforce needs, developing practical solutions to address critical shortages and hard-to-fill vacancies across rural and regional services.

Strengthen capability in rural recruitment, providing coaching, guidance and tools that support fair, capability-based selection practices and effective talent identification.

Develop and implement targeted attraction initiatives, leveraging sourcing, advertising and recruitment marketing strategies to connect talented candidates with approved RHWIS positions and other priority rural vacancies.

Excellent computer skills and experience, including databases and spreadsheets and general financial knowledge including strong numerical skills and accuracy in performing calculations (reword to give example of where you have worked with a large volume of data)

Demonstrated experience supporting talent attraction initiatives, workforce planning activities on recruitment strategies within a complex organisational environment.

Excellent verbal and written communication skills with strong interpersonal and stakeholder engagement skills and the ability to work confidently and professionally with employees at all levels

NSW drivers' licence and willingness to travel across HNELHD and attend state-wide recruitment and workforce events.
