About the Role

We’re seeking a highly experienced Senior Business Analyst to support the Department’s Change and Project Management Office (CaPMO) in the design and delivery of an online Program and Project Management and Reporting Tool (PPMRT).
This pivotal role involves leading business discovery, analysing current frameworks, and developing recommendations that enhance program and project reporting capability across the Department.

Key Responsibilities

Conduct research and analysis of existing project management frameworks, processes, and reporting tools.

Engage with a range of stakeholders—including project managers, business owners, and senior officers—to gather and validate both functional and non-functional requirements.

Document current and future state business processes and workflows to guide solution design and implementation.

Prepare comprehensive Business Requirements Documentation (BRD) including technical and functional specifications.

Support the creation of a Project Management Plan (PMP) by aligning business needs with delivery objectives.

Facilitate communication between technical teams and business stakeholders to ensure clarity and alignment.

Lead or contribute to workshops, stakeholder meetings, and discovery sessions.

Evaluate and compare existing internal systems and other departments’ PPMRT solutions to assess feasibility and adaptability.

Develop reports and artefacts such as:

Discovery and Current/Future State Reports

Stakeholder Engagement Plans

Initiative Reporting Assessments

Comparative and Recommendation Reports

About You

You are an analytical and proactive professional with a proven track record in business analysis for large-scale ICT or organisational transformation projects. You excel in stakeholder engagement, requirements management, and solution evaluation.

Essential Skills & Experience

Business Modelling (SFIA Level 4): Skilled in conducting advanced modelling across multiple business functions and communicating results to senior leaders.

Business Process Improvement (SFIA Level 5): Experienced in designing and implementing process enhancements that improve efficiency and effectiveness.

Business Situation Analysis (SFIA Level 5): Proven ability to manage complex analyses, engage stakeholders, and recommend data-driven solutions.

Consultancy (SFIA Level 5): Strong consulting skills—able to understand client needs, evaluate options, and deliver actionable recommendations.

Feasibility Assessment (SFIA Level 4): Competence in assessing solution options, conducting cost-benefit analyses, and preparing business cases.

Requirements Definition & Management (SFIA Level 5): Demonstrated experience in scoping, prioritising, and managing requirements for complex programs.

Desirable Skills

Methods and Tools (SFIA Level 4): Ability to advise on and tailor business analysis tools and methodologies.

Stakeholder Relationship Management (SFIA Level 5): Skilled in communication planning, relationship building, and facilitating stakeholder consensus.
