The Team

You will join a team of highly motivated and collaborative professionals that work in the Funding and Disclosure Reform (FAD) Program. The FAD Program was established to enable the AEC to implement and administer legislative amendments to the Commonwealth Funding and Disclosure Scheme (the Scheme) as set out in Part XX of the Commonwealth Electoral Act 1918 (Electoral Act) to increase transparency and accountability in Australia’s electoral system.

The FAD Program is made up of three branches – the Program Management Office Branch, the Policy, Engagement and Design Branch, and the Technology Delivery Branch – that will work together to uplift the AEC’s regulatory capability and capacity; and design, build and implement a new agile ICT system to support the Scheme.

You will operate in a fast paced, dynamic environment, working directly to the Senior Responsible Officer (SRO) and ensuring that strategic objectives are met.

The Program Support Section sits within Program Management Office Branch and is responsible for critical enabling functions for the FAD Program, including:

  • Talent management – recruitment, labour hire procurement, onboarding, contract management and offboarding of FAD Program resources.
  • Program support – information architecture development and maintenance, labour hire invoice processing and reporting, property planning and management, FAD Program vendor onboarding and offboarding, and travel booking.

The Opportunity

The Senior Labour Hire Procurement Officer works alongside the Assistant Director to manage the operations of the FAD Labour Hire Procurement Team and provide exceptional procurement services and Labour Hire contract management for the FAD Program. This includes managing the daily operational functions of the team, setting priorities, distributing and tracking the team’s workload and ensuring complex and sensitive issues are managed, escalated and resolved in a timely manner.

The Senior Labour Hire Procurement Officer may also assist with the management of onboarding tasks during peak recruitment periods. This is a great opportunity to contribute to regulatory reform and help shape the future workforce of the AEC.

To excel you’ll have:

  • Demonstrated experience in effectively managing high volumes of work and competing priorities, with the ability to manage the day-to-day operations of a team and supervise junior staff.
  • Ability to quality check procedural, governance and procurement documentation prior to submission.
  • Excellent written and verbal communication skills, with the ability to effectively synthesise information and communicate to people from different backgrounds and levels of seniority.
  • Demonstrated ability to provide advice and guidance on procurement and contract management to internal stakeholders.
  • Ability to manage relationships with vendors in conjunction with the Assistant Director.
  • Experience in coordinating and facilitating procurement related meetings and workshops, including but not limited to industry briefings and evaluation sessions.
  • Demonstrated experience in preparing complex and/or sensitive correspondence, briefings, papers, report and other written artefacts, with strong attention to detail.
  • Exceptional stakeholder management skills, with the ability to build positive relationships and communicate decisions using professional judgement.
  • High degree of initiative, integrity and discretion when dealing with confidential and sensitive matters.
  • Demonstrated ability to work autonomously and a strong commitment to working harmoniously within a team to achieve high quality outcomes and support the AEC’s strategic direction.
  • Demonstrated experience in APS and labour hire recruitment and procurement in the Federal Government context.

Desirable

  • Relevant qualifications and / or industry certification. For example, Diploma of Government and/or Certificate IV in Government (Procurement and Contracting) or equivalent.
