About the Treaty Authority
The Treaty Authority is an independent entity with a mandate to facilitate the formation of treaties between the State of Victoria and First Peoples in Victoria.
The Treaty Authority’s work is grounded in Aboriginal culture, lore and law and led collectively by a panel of five Members committed to Aboriginal self-determination and empowerment. It engages with a broad cross-section of stakeholders including the State of Victoria, the First Peoples’ Assembly and Traditional Owners in Victoria. It plans to grow its team as it establishes and delivers its functions and Treaty negotiations develop.
The objects of the Treaty Authority’s work are to:
- Facilitate the journey towards reconciliation, mutual respect and tolerance between First Peoples and other people of the State and to
- Maintain, promote and advance the self-determination and empowerment, culture and human rights of First Peoples.
About the Role
The People and Culture Advisor plays a key role in delivering the Treaty Authority’s People and Culture strategy and ensuring alignment with its values, Cultural Safety Action Plan and strategic priorities.
This role supports a broad range of People and Culture initiatives including the First Peoples Employment Strategy, workforce planning, learning and development, wellbeing and cultural safety. It provides hands-on operational support across HR compliance, policy, recruitment, onboarding and performance management to help build a safe, inclusive and high-performing workplace.
Key Duties
- Support the implementation of the People and Culture Strategy and Cultural Safety Action Plan to align workforce initiatives with organisational values and objectives.
- Provide policy and procedural advice to managers and staff, ensuring understanding and compliance with legal obligations and internal frameworks.
- Support implementation of the First Peoples Employment Strategy, tracking progress and contributing to the development of meaningful employment pathways.
- Coordinate end-to-end recruitment processes, including drafting position descriptions, advertising roles, shortlisting candidates, scheduling interviews and preparing offers.
- Deliver a culturally safe and welcoming onboarding experience for new staff, maintaining accurate induction and exit documentation.
- Maintain HR systems and data (including Employment Hero), ensuring accurate workforce information, reporting and compliance records.
- Compile and analyse workforce data to inform strategic planning, forecasting and decision-making.
- Provide advice and support on employee relations and OHS matters, escalating complex issues as required.
- Coordinate learning and development programs, track participation, and contribute to capability-building initiatives across teams.
- Promote wellbeing and inclusion initiatives, encouraging uptake of EAP and other staff supports, and helping to foster a culturally safe, connected and positive workplace.
Selection Criteria
- Demonstrated People and Culture advisory experience, including industrial and employee relations, policy and workforce planning.
- Proven ability to contribute to culturally safe, trauma-informed and inclusive workplaces.
- Experience implementing First Peoples employment strategies or culturally safe frameworks.
- Excellent communication, data analysis and project coordination skills.
- Deep commitment to self-determination and reform that benefits First Peoples in Victoria.
