ABOUT THE ROLE
Reporting to the Chief Executive Officer, The Darumbal Liaison Officer is a Darumbal Native Title Holder appointed in accordance with the Ancillary Agreement to act as a key liaison between the Parties on behalf of the Darumbal RNTBC (Registered Native Title Body Corporate).
This position plays a pivotal role in facilitating communication, coordination, and collaboration under the Indigenous Land Use Agreement (ILUA), Ancillary Agreement, Cultural Heritage Management Agreement (CHMA), and Access Agreement.
The role aims to ensure the effective implementation of agreed commitments, promote Darumbal participation in economic and training opportunities, and strengthen relationships between Darumbal Enterprises, Native Title Holders, Department of Defence, and other stakeholders.
KEY RESPONSIBILITIES
Act as the primary liaison between the Parties under the ILUA, Ancillary Agreement, CHMA, and Access Agreement.
Facilitate clear and timely communication between Darumbal Enterprises, Defence, and other relevant stakeholders.
Support the Defence Liaison Officer in facilitating communication and engagement activities.
Provide secretariat support to the Liaison Committee, including preparing agendas, recording minutes, and tracking action items.
Identify Focus Sectors and potential opportunities for Darumbal Businesses and Native Title Holders.
Support capacity building initiatives for Darumbal Businesses and individuals through mentoring, information sharing, and resource development.
Identify and assist Native Title Holders to access pre-employment and work readiness training programs.
Facilitate traineeship and employment pathways for Native Title Holders in partnership with Defence and other stakeholders.
Assist in identifying and developing opportunities for the professional growth of Darumbal Businesses and individuals.
Support Darumbal Businesses in registering with Supply Nation and maintaining compliance requirements.
Facilitate tender opportunities for Darumbal Businesses, in accordance with the agreed Order of Preference, particularly for tenders valued at less than $250,000.
Ensure all activities and engagements align with the obligations and intent of the ILUA, Ancillary Agreement, CHMA, and Access Agreement.
Maintain accurate records and reporting of liaison activities, community engagement, and outcome
Contribute to the development of reports, submissions, and presentations to the Darumbal Enterprises Board and the Liaison Committee.
Participate in professional development activities relevant to the role to enhance capability and compliance.
ESSENTIAL SKILLS AND EXPERIENCE
Essential:
Identified position - must be of Darumbal descent, as cultural knowledge and community connection are essential to the role.
Current driver’s licence and ability to travel locally and regionally.
Desirable:
Certificate or Diploma in Business, Community Services, Indigenous Leadership, or Governance.
Relevant training in stakeholder engagement, project coordination, or procurement.
Demonstrated experience working with Aboriginal and Torres Strait Islander communities, preferably within Central Queensland.
Proven experience in community engagement, liaison, or partnership coordination roles.
Experience in managing stakeholder relationships and facilitating cross-sector collaboration.
Familiarity with government or corporate procurement processes and business development.
