About The Role
The Senior Standards Officer (SSO) (Flight Operations Policy - Rotorcraft) is an exciting position that covers the formulation, development and maintenance of policies, safety regulations and associated guidance material in relation to all operational aspects of rotorcraft operations. The SSO (Flight Operations Policy - Rotorcraft) is a professional and senior role and operates under general direction and guidance.
Key Duties
- Conducting detailed research, undertaking risk assessments, collecting and analysing safety data, and developing safety policies and guidelines that supports the preparation of policy proposals.
- Developing policy proposals relating to flight operations standards and regulatory change matters.
- Developing consultation advisory documents and post-consultation decision documents that include analysis of consultation responses.
- Developing guidance documents that support stakeholders to interpret the intent of legal instruments with the support of the CASA Legal staff.
- Providing technical interpretation, advice and guidance on Australian and international aviation rules and policy within their areas of responsibility.
- Conducting assessments of regulated entity applications for approvals or exemptions relevant to rotorcraft operations.
- Identifying opportunities for continuous improvement.
- Provide ongoing support and guidance to less experienced employees on standards development and other technical matters relating to rotorcraft.
- Establish and maintain professional and effective relationships with other aviation regulatory authorities, foreign government agencies, the International Civil Aviation Organization (ICAO) and other international representative organisations as necessary on the technical safety standards relating to rotorcraft flight operations.
- Represent CASA in national forums when required.
Our Ideal Candidate
- Experience in the leading of regulatory and standards development activities or demonstrated experience leading projects with multiple stakeholders, including an understanding of government policies, funding arrangements, and economic impacts.
- Demonstrated ability to exercise initiative, analysis, problem solving, judgement, and decision-making and apply technical knowledge and expertise on complex matters and/or unusual matters, anticipating future consequences or outcomes, and develop long-term plans that maximise opportunities and minimise risk.
- Ability to work under guidance and direction from CASA in accordance with established regulatory practices, operational needs, procedures, and assigned delegations.
- Ability to engage in effective stakeholder management, including with regulated entities, on sensitive and complex issues requiring conflict resolution within constrained time limits.
- Comprehensive working knowledge of Australian aviation safety legislation and guidance materials, and other aviation regulatory bodies such as the Federal Aviation Administration (FAA), International Civil Aviation Organization (ICAO), and the European Aviation Safety Agency (EASA).
- Comprehensive working knowledge of Australia’s ICAO compliance requirements relevant to flight operations.
- Operational management experience in a flight operations related area or national aviation authority management experience.
About Our Division
National Operations and Standards Division is responsible for the development and maintenance of the civil aviation safety regulatory scheme, associated guidance and supporting materials. This includes the consideration of policy initiatives and engaging with stakeholders on international standards and recommended practices and their associated documents. The range of responsibilities includes personnel licensing, flight operations, airworthiness, air navigation, airspace, aerodromes, and remotely piloted aircraft systems. The Division is also responsible for provision of regulatory services and surveillance, including aircraft certification and production and simulator certification.

About Civil Aviation Safety Authority
The Civil Aviation Safety Authority (CASA) was established on 6 July 1995 as an independent statutory authority. Under section 8 of the, Civil Aviation Act 1988, CASA is a body corporate separate from the Commonwealth. CASA's primary function is to conduct the safety regulation of civil air operations in Australia and the operation of Australian aircraft overseas. It is also required to provide comprehensive safety education and training programmes, cooperate with the Australian Transport Safety Bureau, and administer certain features of Part IVA of the Civil Aviation (Carriers' Liability) Act 1959. The Civil Aviation Regulations 1988 and the Civil Aviation Safety Regulations 1998, made under authority of the Civil Aviation Act, provide for general regulatory controls for the safety of air navigation. The Civil Aviation Act and CAR 1988 empower CASA to issue Civil Aviation Orders on detailed matters of regulation. The CASRs 1998 empower CASA to issue Manuals of Standards which support CASR by providing detailed technical material.
