Pre-Contracts / Tender Manager – Civil Infrastructure

Our Client a mid Tier Civil Contractor is seeking a Pre-Contracts Manager to join their team in Sydney to lead their Tenders. This role is essential to the successful delivery of tendering strategies and leading a high-performing estimating team.

Key Responsibilities

Oversee pre-contracts function across major civil and utilities tenders

Guide tendering strategy and commercial approach (non hands-on estimating)

Lead, mentor, and train a team of estimators

Implement and optimise estimating and tender processes

Liaise with senior leadership to align pre-contracts activity with broader business goals

Identify key risks and opportunities in early project planning stages

Foster strong industry relationships with clients, partners, and consultants

What We’re Looking For

Minimum 10 years’ experience in the civil construction/utilities sector

A solid understanding of Construction Methodologies and First Principles Estimating

At least 2 years in a similar Pre-Contracts or Project Manager Role on Site Delivering Civil Infrastructure Projects

Strong background in tendering, estimating strategy, and commercial planning

Proven ability to lead teams, develop talent, and implement effective processes

Excellent communication, negotiation, and stakeholder engagement skills

Estimating experience is essential (non-operational in current role)

Engineering, construction management, or QS preferred but not essential
