About the Role

The Governance Services team is seeking a proactive and experienced Senior Governance Officer to provide specialist governance and compliance support across a wide range of statutory and corporate responsibilities. This role is critical in ensuring Council meets its obligations under the Local Government Act and other relevant legislation.

Working with the highest level of confidentiality and integrity, the Senior Governance Officer will deliver expert support to the Manager Governance and Risk, Team Leader Governance Services, Councillors, and the broader organisation. You will lead and coordinate complex governance projects, drive continuous improvement in governance practices, and ensure compliance with legislative requirements and Council policies - strengthening transparency, accountability, and good governance across the organisation.

Reporting to the Team Leader – Governance Services the core responsibilities include:

Manage the Committee Management Framework, being the point of contact for committee managers across the organisation to provide support and ensure the committee management Policy requirements are met.

Manage the governance and administrative support of the Audit & Risk Committee, including agenda preparation, minutes and follow-up actions.

Act as Council’s primary liaison for the Department of Transport and Planning audit program for infringements.

Lead the administration of local government elections in partnership with the Victorian Electoral Commission, ensuring compliance with statutory requirements and effective coordination with stakeholders.

Manage processes for geographical place name changes and liaise with GNV.

About You

Tertiary qualification in Business Administration or Local Government (or equivalent), and relevant public administration experience.

Demonstrated governance experience within a local government environment, with a solid understanding of the key processes and frameworks that ensure compliance and transparency.

In-depth knowledge of current legislation, regulations, and reporting practices as they apply within the local government sector, with the ability to interpret and apply these in practice.

Exceptional communication skills, with the ability to produce clear, concise, and well-structured reports, as well as deliver informed advice to internal and external stakeholders.

Strong interpersonal skills, with the ability to exercise diplomacy and discretion when navigating the political processes of Council and managing confidential or sensitive information.
