About the Role

We are seeking an Independent Commissioning Agent (ICA) to act as the client's representative on major data centre projects. The ICA will oversee, witness, and validate the commissioning of critical building services and systems, ensuring that all installations meet project requirements, industry standards, and operational performance criteria.

This role requires a strong technical background across MEP systems, controls, and mission-critical environments, with the ability to provide independent assurance that systems are tested, integrated, and functioning to design intent.

Key Responsibilities

• Develop and review commissioning plans, scripts, and procedures for MEP and control systems.
• Act as the independent authority for witnessing commissioning activities across all project stages.
• Validate system performance against design intent, project specifications, and operational requirements.
• Manage and document Factory Acceptance Tests (FAT), Site Acceptance Tests (SAT), and Integrated Systems Testing (IST).
• Identify and escalate deficiencies, track issues, and manage resolution through to project closeout.
• Provide impartial reporting to the client on commissioning progress, risks, and compliance.
• Coordinate with design teams, contractors, and vendors to ensure commissioning activities are aligned with programme schedules.
• Oversee integrated testing of critical systems including power, cooling, life safety, BMS/controls, and security.
• Ensure all systems are commissioned in line with Tier III/Tier IV data centre standards, Uptime Institute, and applicable codes.
• Deliver final commissioning reports, O&M validation, and handover documentation.

Skills & Experience

• Degree or diploma in Mechanical, Electrical, or Building Services Engineering (or equivalent experience).
• Extensive experience as a commissioning authority, commissioning agent, or project QA/QC lead on mission-critical projects.
• Proven track record with data centre projects (hyperscale or colocation) strongly preferred.
• Strong technical understanding of MEP systems.
• Knowledge of commissioning processes: Level 1-5 testing, FAT, SAT, IST.
• Excellent stakeholder management and communication skills with ability to remain impartial and client-focused.
• Strong reporting and documentation skills, with attention to detail.
