About Your Team:

The Finance & Procurement department facilitates the delivery of the objectives of the Institute by ensuring that financial systems and resources are available as required. This incorporates financial management, including administration of all revenues and expenditures, payroll, grant administration, budgeting, and internal and external financial reporting.

Role Purpose / Responsibilities:

Applications are invited for an experienced Senior Policy and Budget Advisor to lead the preparation of QIMR Berghofer’s major government budget submissions, including the Mid-Year Fiscal and Economic Review (MYFER) and the FY2027 State Budget. This is a key strategic role reporting to the Chief Financial Officer, responsible for translating QIMR strategic priorities and budget parameters into compelling, evidence-based budget submissions demonstrating clear value and impact.

The following duties will apply:

  • Prepare comprehensive, compelling budget submissions to Queensland Government
  • Translate QIMR priorities into proposals that align with Queensland Government policy objectives
  • Analyse financial and operational data, forecasts, revenue and funding scenarios to support budget parameters, internal and external budget submission content
  • Provide policy advice on funding strategies and government priorities
  • Engage with Queensland Health and Treasury departments to align submission with government expectations
  • Produce executive summaries, briefing notes and supporting documents for senior executives and Ministers

About You:

You are required to have:

  • Demonstrated experience preparing persuasive, evidence-based budget, funding or policy submissions for Queensland Government or equivalent.
  • Strong financial modelling, economic analysis and data interpretation skills, including ability to develop business cases, capital and operating budgets and multi-year forecasts, ensuring aligned to strategic objectives.
  • Exceptional written and verbal communication skills with the ability to translate complex information into clear, concise and compelling narratives and tailor arguments to Treasury and ministerial audiences.
  • Demonstrated project management skills and ability to manage tight deadlines.
  • Proven ability to work collaboratively with senior internal and external stakeholders
  • Understanding of Queensland Government statutory body or research funding frameworks is highly desirable.

Remuneration: Salary range is $151,923 to $160,762 p.a. plus super and generous salary packaging. This is a full-time, fixed term appointment for 12 months.
