Comcare has an ongoing vacancy for an EL1 Principal Investigator, Fraud and Corruption in the Corporate Compliance Advisory and Fraud Investigations unit in the Integrity team, in either Brisbane, Sydney, Canberra or Melbourne, Full-time.

A merit pool will be created and may be used to fill similar ongoing and non-ongoing vacancies.

About the team

The Fraud and Corruption Investigations Unit (FCIU) works in the Corporate Compliance Advisory and Fraud and Corruptions Investigations team within the Integrity domain of the Corporate Group, which also includes the Governance, Assurance and Integrity team (GAI), led by the Chief Operating Officer.

The core role of the FCIU is to proactively manage and quickly respond to reports of suspected fraud and corruption against Comcare, thereby supporting the CEO (as the Accountable Authority of Comcare) to meet the requirements set out in the Public Governance (Performance and Accountability) Rule 2014 (the fraud rule).

The team includes the function of the Fraud and Corruption Investigations Unit, which supports Comcare through:

  • Assessing and responding to allegations of fraud and corruption against Comcare
  • Undertaking complex fraud investigations for Comcare in line with the Commonwealth Fraud and Corruption Framework and Australian Government Investigation Standard in a cost effective and timely manner
  • Developing and continuously improving procedural and guidance materials relevant to fraud and corruption response
  • Collaborating with internal and external stakeholders related to fraud and corruption response activities
  • Providing support to other groups and teams on assurance, risk management and counter fraud control
  • Reporting to the Enforcement Committee and Audit and Risk Committee, the key governance bodies with a remit relating to fraud investigation and corruption control

Under a refreshed fraud and corruption operating model, the team works closely with the GAI in Corporate Group who are responsible for fraud and corruption risk, control and assurance activities.

Through the delivery of our work, we can ensure we meet our legislative requirements, provide confidence to our Executive and build trust with our stakeholders.

As a Principal Investigator, Fraud and Corruption, you will be responsible to lead a team responsible for Comcare’s fraud and corruption response activities.

All investigations are conducted in accordance with legislation and guidelines, including the Public Governance Accountability Act (PGPA) 2013, the PGPA Rule 2014, the Criminal Code Act 1995 (Cth), Commonwealth Fraud and Corruption Control Framework, Comcare’s Fraud and Corruption Control Policy and Plan, Privacy Commissioner’s Guidelines for Covert Surveillance and in compliance with the Australian Government Investigation Standards.

In this role your key responsibilities will include, but are not limited to, the following:

  • Responsibility for the day-to-day management of the FCIU, for example by checking the fraud in-box and responding to enquiries and ‘tip offs’
  • Plan, lead and undertake complex investigations into fraud against Comcare
  • Prepare briefs of evidence and make recommendations to the Enforcement Committee to refer matters of fraud for prosecution to the Commonwealth Director of Public Prosecutions
  • Assess allegations of corruption involving Comcare under the National Anti-Corruption Commission Act 2022 (Cth)
  • Develop procedures, manuals and other governance materials to guide fraud and corruption response activities aligned with Comcare’s strategic objectives and risks
  • Prepare and provide regular reporting to the Comcare Enforcement Committee and Audit and Risk Committee
  • Build collaborative relationships with internal and external stakeholders to support response
  • Provide leadership and manage staff, including developing, coaching and mentoring, and building commitment to shared goals

Qualifications and experience

Mandatory

  • Diploma of Government (Investigations) or equivalent or ability to obtain within 12 months

Desirable

  • Cert IV in Government Investigations
  • Counter fraud and corruption investigations experience
  • Qualifications or experience in criminal law enforcement and/or insurance fraud

Security clearance

  • Ability to obtain and maintain a Baseline security clearance
