The opportunity

As our Senior Finance Officer, you will:

• Provide leadership and direction for business operations including revenue and expenditure accounting activities and ongoing development of a wide range of business strategies spanning the business needs of the business unit.
• Design and implement effective business planning processes, prepare a range of plans, including business and asset management plans and financial reporting to the General Manager.
• Provide high level financial analysis and scenario planning to the Leadership Team on a wide range of business services and strategies.
• Lead the preparation of the annual budget build working strategically and collaboratively with all Project Leaders and the Leadership Team to ensure that the Business Unit is compliant with the contractual commitments of all externally funded research projects
• Identify financial, administrative, and asset management problems and issues and undertake research and investigative action to implement solutions, ensuring that accountability, efficiency and compliance with financial management policy, standards and practices is maintained.
• Provide expert financial and purchasing advice to the business unit.
• Provide expert financial advice and support to the General Manager, Directors, Science Leaders and business unit staff to improve performance and accountability; and provide targeted training to staff as required.
• Provide advice, guidance and training to project officers providing financial and administration support to Crop and Food Science.
• Provide specialist advice on expenditure and revenue accounting targets and activities, integrated budget management, and manage a complex budget with the management team, and project leaders.
• Develop and maintain effective working relationships across the Department and maintain an effective working relationship with the Finance and Asset Account Managers.
• Participate effectively in multi-disciplinary projects and represent Crop and Food Science in whole of Department financial discussions, set challenging goals and create strong staff working relationships.
• As part of the broader C&FS Leadership Team, display and help build a positive performance and working culture reflecting DPI values within C&FS.
• Assist the Principal Coordinator (External Funding) in performing project management activities.

Desirable attributes we are looking for:

• Tertiary qualifications in a relevant discipline (eg Accounting, Financial Management, Business) and/or relevant transferable experience
• Level 2 Procurement Accreditation or a willingness to attain.
• High level of proficiency in financial management;
• High level skills in the interpretation and analysis of financial information;
• High level capability to prepare various timely, accurate and concise financial reports and summaries using relevant database and spreadsheet applications;
• Sound knowledge of project management activities and policies in regard to externally funded projects
• Sound knowledge of purchasing policy and procedures;
• Sound knowledge of the Queensland public sector financial management processes, practices and procedures; the Financial Administration Audit Act; and the government Financial and Performance Management Standard
