Your Opportunity

As the Coordinator, you have the unique opportunity to develop and lead your team in Council's governance functions , including risk, claims/insurance, property/land management, release of information, and policy. This leadership position is essential to providing efficient and effective service to internal and external stakeholders including the Audit and Risk Committee, Office of the Independent Assessor, the community and all Council departments.

Term: Full-time

Hours of Work: 72.5 hours per fortnight

Pay Level: $3894.18 to $4113.10 per fortnight (Level 7), plus 12% superannuation and 17.5% annual leave loading

In accordance with Council's Enterprise Agreement and the relevant Award. Pay rate dependant on relevant skills and experience.

Employment Base: Warwick, Queensland

About the Department

The Governance Department is accountable for ensuring that Council operates in a transparent, accountable, and effective manner, in line with legal, ethical, and regulatory requirements.

This is inclusive of managing and overseeing the broad range of delegations applicable to Council to ensure adherence to statutory requirements, ensuring public access to council meetings, decisions, and records, managing conflict of interests, development and implementation of the Corporate Plan and Operational Plan, managing the risks for Council’s operations by implementing internal control mechanisms and monitoring the performance of various departments to ensure that risks are appropriately managed, managing of Public Interest Disclosures and referrals to the Crimes and Corruption Commission, strategic planning and overseeing the preparation of the annual report.

The department is also responsible for land title registration for properties within the local government's jurisdiction, verifying land ownership ensuring leases are properly documented and compliant with local laws and ensuring that the land registry system is up to date and accessible to various stakeholders.

The department is responsible for the management of the social housing portfolio, providing ongoing tenant support, ensuring maintenance and safety, and collaborating with other stakeholders to meet the social housing needs of the community. The department also manages Council’s diverse insurance requirements throughout the policy life cycle to ensure Council assets are adequately protected and claims managed efficiently.

  • Develop frameworks, Preparation, implementation and monitoring of corporate and operational plans, policies, audits and relevant plans for all governance, risk, insurance and audit functions.
  • Develop positive working relationships through liaison with relevant stakeholders including statutory authorities, appointed contractors, lessees and the Audit and Risk Management Committee.
  • Provide expert advice and support to Council, the Executive and Senior Leadership Teams and Council officers on governance, risk and land management issues, ensuring compliance with statutory requirements.
  • Develop, implement and maintain Council’s governance and risk related management frameworks; policies and procedures consistent with legislation; Council approved policies and organisational directives; Council’s Land Management Strategies; Complaints Management Strategies and Council’s Fraud and Corruption Control Framework.
  • Assist with the investigation/processing of Crime and Corruption Commission queries/referrals within legislative timeframes and in accordance with relevant policy and/or legislative.

What You Will Need

To be considered for this role, you will need:

  • The legal right to live and work in Australia
  • A Class C (car) licence or greater is required in this role.
  • Comprehensive knowledge of and experience in the interpretation and application of relevant legislation and regulations, and providing oversight of risk, governance, internal audit and land management functions;
  • Highly effective written and oral communication skills and demonstrated ability to provide professional advice in a timely manner an effectively communicate with a diverse range of external stakeholders;
  • Demonstrated effective leadership skills including the ability to manage time effectively across the team to achieve outcomes within required timeframes
  • High level of personal integrity, tact and diplomacy, particularly relevant to complaints management, fraud, public interest disclosures and Council audit matters;
  • To be able to demonstrate your competence in relation to all of the Selection Criteria as detailed in the Position Description.
