Court Services Victoria provides corporate services and facilities to support the performance of the judicial, quasi-judicial and administrative functions of Victoria's courts and tribunal, Judicial College and Judicial Commission.

Collectively, Victoria's Supreme, County, Magistrates', Children's, and Coroners courts, the Victorian Civil and Administrative Tribunal (VCAT), the Judicial College of Victoria, the Judicial Commission of Victoria, and Court Services Victoria (CSV) are referred to as the ‘Courts Group'.

People Services provide core human resources and safety functions, ensuring Courts Group has productive work systems and modern workplaces. People Services design and implement programs that support work performance and the health, safety, and wellbeing of judicial officers, members, and employees.

The Health Safety and Capability function includes Organisational Development, Diversity Equity and Inclusion, Psychological Health and Safety, Safety and Assurance and Injury Management and Worker's Compensation. Collectively these teams provide the foundations of good work, a positive culture, embed safe ways of working, and enable effective support and recovery.

About the role:

Offered on a full-time ongoing basis with flexible working arrangements in Melbourne CBD, and reporting directly to the Director, Health, Safety and Capability, the Senior Manager, Safety and Assurance is responsible for leading the development, implementation, and continuous improvement of CSV's occupational health and safety management system (OHSMS), safety governance and assurance frameworks, and risk management processes.

Key accountabilities include:

  • Policy and systems design and implementation including developing and maintaining safety policies and procedures to embed CSV's OHSMS, managing the implementation of the safety incident management system and embedding consistent practices for safe ways of working and operational compliance
  • Risk management and advice including leading the identification, assessment, and control of physical and environmental safety risks, managing and overseeing incident investigations and reviews and providing expert advice to leaders and project teams on emerging risks and safe ways of working
  • Capability development and interventions including developing and delivering training, resources, and awareness programs, promoting safe systems of work and a positive safety culture and coaching and supporting managers and staff in the practical application of safety and assurance practices
  • Governance, reporting and assurance including leading the design and delivery of CSV's safety assurance program, providing regular, high-quality reports and analysis and ensuring CSV's safety and assurance functions are transparent, evidence-based, and contribute to continuous organisational learning
  • Stakeholder engagement and communication including building and maintaining effective relationships with jurisdictional leaders, managers, and staff, working collaboratively with People Services, Risk and Assurance, Legal, Built Environment, Major Projects and the Security and Emergency and partnering with external stakeholders including WorkSafe, unions, and contractors to ensure compliance and drive shared safety outcomes

About you:

  • Preferred: Tertiary qualifications in Occupational Health and Safety or related discipline.
  • Desirable: ICAM certification (or equivalent investigation methodology).
  • Navigates ambiguity with credibility and confidence
  • Demonstrated expertise in physical and environmental safety management across complex, multi-site organisations.
  • Demonstrated experience in developing, implementing, and maintaining safety assurance programs, governance frameworks, and OHSMS.
  • Demonstrated experience in risk management, incident investigation (preferably ICAM or equivalent), and implementing systemic corrective actions.
  • Experience of delivering safety outcomes within a complex government or justice environment will be preferred.
