The Inspector-General is an independent statutory office holder with oversight of the activities of Australia’s intelligence and security agencies to ensure they act legally and with propriety, comply with ministerial guidelines and directives, and respect human rights. The Human Resources team at the IGIS are robust, flexible, hard-working and team oriented. We are small, with a diversity of experience and attributes.
The Assistant Director Human Resources, Workplace Health, Safety and Wellbeing, will be a motivated and strong collaborator, who has experience working in Human Resources, and who understands and appreciates the opportunities and challenges of a small government agency. The Assistant Director will work closely with the Director Human Resources, IGIS Executive and the Office to ensure the agency delivers on a range of people initiatives in line with best practice.
This role would be well suited to a HR generalist who wants to specialise in Learning and Development (L&D) and Workplace Health and Safety (WH&S) or a specialist in either of these areas who wants to continue their career by moving into a more diversified HR role.
This role combines generalist HR expertise with a specialised focus on Workplace WH&S and L&D. You will be responsible for promoting a healthy and productive work environment, ensuring compliance with WH&S regulations, and foster and expand learning and development opportunities for IGIS employees.
Please note, this position is Canberra-based with opportunity to negotiate flexible working arrangements, including hybrid working arrangements.
Under the direction of the Director, Human Resources, the Assistant Director would be responsible for a selection of the below duties:
Workplace Health & Safety (WH&S):
- develop, implement and monitor WH&S policies and procedures to ensure compliance with regulatory requirements
- coordinate WH&S training programs for employees and managers to promote a safe and healthy work environment
- act as the primary point of contact for WHS-Injury Management related queries and incidents.
- promote wellbeing initiatives and cultural awareness
Learning & Development:
- design and Implement L&D strategies with organisational goals and employee development needs
- collaborate with managers to identify skills gaps and development opportunities within teams
- collaborate on cross-agency projects to meet corporate objectives
- provide strategic advice, problem solving and issues management in relation to learning and development
- provide staff with learning opportunities, especially those relating to priority learning needs
- facilitate training sessions and workshops on various topics and evaluate the effectiveness of training programs through feedback and performance metrics to drive continuous improvement
Generalist HR Management
- assist recruitment and onboarding processes as needed
- collaborate with HR team members to maintain HR systems and records accurately
- contribute to the development of HR policies and procedures to support the agency growth
- provide support to the Director Human Resources on all matters relating to employee relations and HR policy.
To be successful in this role you will:
- work independently and collaboratively within a small team
- be proactive and self-motivated with a strong initiative to take ownership of projects and build on the Human Resources capability
- stay updated on industry trends and best practices in WH&S, L&D, and broader HR functions to suggest innovative solutions
- be approachable, creative and inventive in developing new ideas and methods to progress the work and priorities of the Office
- possess excellent stakeholder relationship skills and the ability to work collaboratively internally and across government
Essential skills and experience
- experience as a HR generalist or specialist experience in workplace health and safety and/or learning & development
- sound understanding of HR principles, WH&S legislation, and best practices.
- excellent written and verbal communication skills with strong analytical skills for evaluating training needs and safety metrics
- be a collaborative team player who can engage stakeholders at all levels
Highly Desirable skills
- demonstrated ability to work within a highly sensitive workplace
- demonstrated ability to lead and mentor junior staff
- tertiary qualifications in Human Resource, business management or a related field
- certificate IV in Work Health and Safety
Security, suitability and integrity requirements
- Citizenship - you must be an Australian citizen
- Employment Suitability Assessment (ESA)– appointment to our Office depends on the outcome of an ESA.
- Security Clearance – appointment and ongoing employment at the Office are subject to a Positive Vetting clearance being granted and maintained. You must be willing to undergo a security clearance vetting process at the Top-Secret Positive Vetting clearance level and must be willing to fully cooperate in the assessment process, including the timely provision of information and documentary evidence. Security vetting may take many months to complete and requires candidates to provide significant personal information to the vetting authority.
