About the Role

As the Head of Governance and Compliance, you will provide strategic leadership and enterprise-wide oversight of GIICA’s governance, risk, and compliance functions. You will ensure the Authority maintains robust governance frameworks — including corporate policies, compliance registers, and enterprise risk systems — that meet statutory obligations and support informed decision-making.

You will lead the development, implementation, and continuous improvement of systems and strategies that strengthen GIICA’s compliance culture and operational integrity. This includes oversight of public interest disclosures, conflicts of interest, right to information, ethics, lobbyist management, and audit coordination. You will also drive strategic planning and reporting cycles, facilitate risk workshops, and serve as the principal liaison for regulatory and government engagements.

In joining the Authority, you will join a team of hard-working professionals, dedicated to preparing Queensland for the 2032 Olympic and Paralympic Games.

The salary on offer is between $190,000-$200,000 per annum commensurate with experience, plus 12.75% superannuation. This is a full-time, maximum-term role for 5-years.

The Games Independent Infrastructure and Coordination Authority (GIICA) is laying the foundations for the 2032 Olympic and Paralympic Games and beyond.

GIICA will deliver 17 new and upgraded venues, from Brisbane’s Main Stadium to key sporting infrastructure across the state.

About your Responsibilities

Corporate Policy Compliance: Lead the development and implementation of mandatory online training for all non-HR policies, including identifying and repurposing ELMO modules for GIICA use. Maintain and report on key compliance registers (Corporate Policy Suite, Complaints, Lobbyists, Employee Interests), oversee the Policy Centre on The Loop, and coordinate periodic reviews of policy artefacts including reminders, QA, registration, and approvals.

Enterprise Risk Management: Manage and report on GIICA’s strategic risk profile through regular cross-agency workshops, ensuring risks are identified, treatments are appropriate, and alignment is maintained with divisional frameworks. Deliver the Enterprise Risk Maturity Roadmap, facilitate annual AFRC/Board/Management strategic risk workshops, and promote risk awareness and training across GIICA.

Planning and Reporting Cycles: Coordinate quarterly and annual planning and reporting deliverables including the Compliance Dashboard and Strategic Risk Profile Report for AFRC and Board briefings. Lead the refresh of GIICA’s Strategic Plan, facilitate the annual Board Strategic Planning and Risk Workshop, and oversee preparation and submission of the Service Delivery Statement, Annual Report, and Estimates in liaison with DSDIP.

Right to Information and Privacy: Act as GIICA’s liaison with the DSDIP RTI and Privacy Unit, managing weekly reporting processes and coordinating document search requests across GIICA. Ensure timely and accurate compilation of responses and integrate RTI reporting into the Compliance Dashboard.

Complaints Management: Serve as GIICA’s central coordination point for complaints, including CCC liaison, receipt, triage, and distribution to decision-makers. Oversee the investigation and response process, and ensure transparent reporting via the Compliance Dashboard, website, and Annual Report.

Employee Interests and Conflict Management: Administer GIICA’s Declarations of Interest process, including receipt, registration, and compliance reporting. Develop and activate Conflict Management Plans as required and maintain visibility through regular dashboard reporting.

QAO Performance Audit Coordination: Act as GIICA’s primary contact for QAO Performance Audits, tracking and reporting on recommendation implementation. Monitor external audits for relevance to GIICA and identify opportunities for organisational learning and improvement.

About You

Proven experience leading corporate governance functions and providing strategic advice in complex, multidisciplinary environments, previous government experience highly regarded.

Deep understanding of statutory compliance obligations, including policy frameworks, declarations of interest, RTI coordination, and audit engagement.

Demonstrated ability to manage strategic projects and reporting cycles, including annual reports, service delivery statements, and enterprise risk workshops.

Skilled in developing and implementing governance and risk frameworks that address current and emerging requirements, with a focus on strategic outcomes.

Strong communicator with the ability to clarify and influence broad, complex issues across all levels of the organisation.

Strategic thinker and problem-solver with leadership capabilities that foster innovation, ethical behaviour, and a culture of accountability and transparency.
