What is the role?
AFP Operates on a Regional Operating Model, with Centralised/National services run in Canberra, and Regional based services in 5 key areas. Property is one of the Centralised areas that partners with business areas to enable operations and day-to-day functions with facilities support.
Property Command is responsible for the strategic alignment of accommodation solutions to support frontline capabilities through overseeing the AFP’s long term Property Management Plan which includes, strategic leasing and accommodation planning, delivering key capital works programs, and managing the day to day operations of the national property portfolio.
Property Command has a dedicated vision: To plan, deliver and maintain sustainable facilities and environments that enhance organisational capabilities and support policing for a safer Australia.
The priorities to deliver this vision are:
Investigate and plan long term property solutions
Influence property priorities and budgets linked to the Strategic Property Plan
Provide outstanding customer service and support to the AFP and partners
Build high quality, fit for purpose facilities based on value for money considerations
Deliver sustainable infrastructure solutions, and maintain facilities and environments
Prioritise, invest and support staff development and capability
Applications are invited from suitably qualified people who are interested in an appointment to the AFP. Applicants should demonstrate a commitment to the core values of the AFP, and their application must address selection criteria and the relevant work level standards.
The successful candidate will have the ability to lead a project team as well as projects and programs with key stakeholders across a range of levels and disciplines, excel under pressure, demonstrate an excellent ability to make sound decisions and use judgement across a range of issues. They will also have contemporary experience in program and project management of capital works, and have strong expertise in stakeholder engagement, management and negotiation.
These positions work in a fast-paced environment and requires the capacity to think strategically, identify opportunities and prioritise effort. It, therefore, requires a proactive and pragmatic attitude high level of organisational skills, self-drive and initiative. You will be able to manage risk and work effectively under pressure in a changing environment, to deliver high-quality advice and outcomes.
What will you do?
As a Senior Project Manager working directly to the Coordinator, you will initiate, plan, implement and finalise major capital projects and programs within time, budget, scope, resourcing constraints and stakeholder expectations. This delivery is achieved through establishing and leading projects in line with the AFP governance framework and relative Commonwealth legislative frameworks.
It is expected that the successful applicant will deliver on the core responsibilities and meet any requirements of the position as outlined below.
Lead end-to-end delivery of major infrastructure projects or programs including planning, procurement, public works submissions, construction and commissioning phases.
Contribute to the development, implementation and evaluation of accommodation solutions, principles, standards and policies, in order to achieve efficient and optimal use of AFP premises and resources.
Manage risk, scope, time cost and quality across multiple concurrent projects.
Support and provide input into internal and external funding bids, business cases and high-level reporting to the AFP Executive boards.
Lead, mentor and develop team member capability through sharing skills, knowledge and expertise
Manage project procurement activities and participate in the negotiation of contracts and agreements, relating to the capital works projects including understanding and applying Commonwealth government capital works process and regulatory requirements.
Provide the Coordinator and AFP Executive with high quality expert advice on Commonwealth procurement and delivery methodologies.
Pursue, develop and nurture internal and external professional networks and collaborative working relationships to ensure the efficient and effective management of the AFP’s capital works projects.
Maintain accurate records and comply with the reporting and other regulatory requirements of Government.
Represent the AFP at various internal/external committee and stakeholder meetings.
Essential Requirements
You must be an Australian Citizen at the time of application.
Negative Vetting 1 (Secret) security clearance or the ability to obtain one.
Demonstrated understanding of Commonwealth procurement policies and legislation including construction procurement.
Demonstrated experience in delivering major capital works projects and programs.
Demonstrated experience in leading project teams and developing team member technical capability.
Experience in delivering extensive capital works and broader property functions in a high security operating environment.

Additional Information
National travel may be required.
This position has been advertised in multiple locations, and has the option to be located in Canberra or other Capital cities.
