At Central and Eastern Sydney Primary Health Network, we focus on improving the health and wellbeing of the people who live and work in Sydney, from East to South and the Inner West. Primary health refers to the healthcare provided in the community, such as a local doctor, pharmacist or psychologist. We provide support and training to these health professionals. We help them to connect community members to other services so that everyone involved in a person’s care can know how best to look after their health.
PHNs are not-for-profit organisations. We receive money from the government to provide health services that are right for the people in this area. We also work with hospitals, specialists, aged care facilities and others to improve people’s experience when needing healthcare. The Quality Improvement Project Officer is responsible for enhancing the operational efficiency in relation to commissioning other operational processes such as Procurement, Contracting, HR, IT and Risk.
This role identifies areas of opportunity for improvement, streamlines processes, understands systems functionality to build efficiencies and collaboration across CESPHN.
The core focus will primarily be system improvement relating to the Folio system.
This is a fixed-term contract for 12-months.
The salary range for this role is $100,245 - $106,498 full time equivalent (FTE) and is negotiable based on skills, qualifications and experience. This salary will be prorated according to hours worked.
Successful candidates will require a compatible smartphone for Multi-Factor Authentication to securely access CESPHN systems.
Key Responsibilities
Project manage and implement improvement to the Contract Management System – Folio, automate processes where possible and link to other systems i.e. SharePoint and facilitate cross team collaboration with internal staff and liaise externally with the consultant/cloud service provider/s.
Ensure Folio connects and supports other parts of the commissioning cycle including performance management.
Facilitate change management to design and imbed new/revised processes with key staff across CESPHN particularly as it relates to Folio.
Ensure Folio connects to other systems where possible to build insights and other data dashboards in liaison with key stakeholders i.e. internal data analysts, finance team and with external consultant/s.
Create revised/new system guides including a Standard Operating Procedure for Folio and other internal and external guides as appropriate and facilitate training for all staff.
Selection criteria – essential
Demonstrated experience in delivering projects including scoping, planning, implementing, monitoring and tracking project deliverables and outcomes, and preparation of reports.
Demonstrated experience in change management across the organisation to embed new processes and procedures including consultation with key staff and delivery of training.
High level of experience with Folio - contract management system and intermediate to advanced Microsoft Office skills.
High level organisational and time management skills, including strong attention to detail and the ability to meet multiple deadlines on time.
Strong interpersonal and communication skills (oral and written), including the ability to develop and maintain strong collaborative partnerships and to work with all levels within the workplace, using a customer service approach.
Highly motivated, reliable, and trustworthy with the ability to work both independently and in a team.
Excellent analytical and problem-solving skills that are solution focused.
Ability to multitask, prioritise, act quickly, calmly and thoughtfully to mitigate risk.
Selection criteria - desirable
Experience working within the health and community services sector and or commissioning of health services or for another Primary Health Network.
Tertiary qualification, or certification in project management, business, or health related discipline.
Previous experience as a project officer in a similar role and/or working in primary health care.
