This role sits in the Engineering Services branch and will provide leadership in strategic asset management by developing and implementing an asset management framework, aligned with the City's Asset Management Strategy and policy. The successful candidate will also oversee and lead the fleet management function within the City, including the Asset and Fleet team.

The key responsibilities of this role include:

  • Lead the City’s cross functional Asset Management Working Group to promote integrated asset planning.
  • Develop and implement a long-term asset management framework aligned with the Council Plan, service planning and financial sustainability objectives.
  • Lead the development of Asset Management-led Works Programs ensuring alignment with strategic priorities and objectives.
  • Integrate asset planning and decision-making across business units and service providers.
  • Coordinate cyclic asset valuations assets including maintenance of unit rates and condition ratings.
  • Oversee the City’s asset registers ensuring up to date data capture, and maintenance.
  • Develop and maintain data validation processes to support audit compliance and data integrity.
  • Serve as Subject Matter Expert for TechnologyOne’s EAM and SAM modules, supporting project lifecycle management and advising on asset renewal modelling and scenario analysis.
  • Establish condition standards and service levels, define performance targets, and report on asset outcomes.
  • Champion best practices in asset management and build organisational capability.
  • Cultivate strong partnerships with internal stakeholders, particularly Finance and Information Services, to support effective asset management implementation.
  • Provide expert advice to internal and external stakeholders on asset-related matters.
  • Oversee development and delivery of the long-term fleet renewal plan and effective fleet management in accordance with industry and community standards.
  • Lead the development and maintenance of fleet policies and procedures.
  • Coordinate and monitor the City’s annual fleet capital, operating program and budget.
  • Any other duties as required.

Essential criteria:

  • Suitable qualifications with extensive experience in strategic and operational asset management.
  • Extensive knowledge of Local Government asset infrastructure including fleet and plant management.
  • Ability to present complex data and information in a manner readily understood by customers.
  • Advanced written, verbal and interpersonal communication skills, including the ability to build and maintain strong stakeholder relationships.
  • Strong project and contract management skills.
  • Highly developed problem solving and analytical skills.
  • Highly developed computer literacy with knowledge of asset management computer applications and databases.
  • Excellent time management skills and ability to establish team and individual work priorities.
  • Ability to exercise initiative and judgement, working with minimal supervision.
  • Experience in the use of geographical information systems software (Intramaps preferred).

Salary package:

In line with the City of Subiaco Inside Staff Industrial Agreement 2025, this position is classified as a Level 9. The salary range is $132,600 to $141,128 per annum, exclusive of superannuation
