Torres Shire Council is seeking an experienced, results-driven Project and Contract Manager to lead the transformative Horn Island Housing Masterplan – a once-in-a-generation project that will shape the island’s future. In this pivotal role, you’ll coordinate and oversee every aspect of the project – from urban planning and engineering to cultural heritage, environmental management, and community engagement. You’ll work alongside experts, Traditional Owners, State Government agencies, and local stakeholders to ensure the masterplan is visionary, practical, and culturally respectful.
We’re looking for a skilled professional who can balance big-picture strategy with on-the-ground delivery, ensuring the project is completed on time, on budget, and to the highest standards. Previous experience in master planning—especially in the Torres Strait—will be highly regarded.

Key Responsibilities
Lead multidisciplinary project delivery from inception to completion.
Manage contractor identification, scope development, procurement, and performance.
Oversee budget control, quality assurance, and compliance.
Coordinate urban planning, engineering, environmental, heritage, traffic, and community consultation activities.
Liaise with Traditional Owners, Native Title representatives, government agencies, and the community.
About You
Tertiary qualifications in a relevant field (e.g., Town Planning) and minimum 5 years’ project management experience in master planning or similar.
Proven success managing large-scale, multi-stakeholder projects, ideally in local government.
Strong contract negotiation and procurement skills.
Exceptional stakeholder engagement skills with cultural awareness of Aboriginal and Torres Strait Islander communities.
Current Queensland driver’s licence.

Selection Criteria
1. Tertiary Qualifications in Related Field and minimum 5 years’ experience in Project Management of Master Planning Projects.
2. Demonstrated high level knowledge of project management methodologies in addition to extensive high level experience and successful performance in designing, delivering and managing projects within a Local Government infrastructure service delivery environment (or similar) to achieve successful project outcomes.
3. Demonstrated experience with proven success in developing, leading and managing multi-disciplinary project teams in line with quality human and financial resource management practices.
4. Highly developed research, analytical, conceptual and problem-solving skills including the proven capacity to initiate appropriate strategic and operational responses and corrective and preventative solutions to key issues affecting the project/s.
5. Demonstrated highly developed interpersonal, consultation and presentation and skills, with the ability to negotiate, influence and maintain effective relationships with all relevant stakeholders.
6. Experience or willingness to acquire knowledge appropriate to interact in Aboriginal and Torres Strait Island people and communities and to respect Ailan Kastom (the customs, traditions and beliefs of the Torres Strait Islander people).
7. Possession of a current Queensland Drivers’ Licence
