Shape the Future of Horn Island – Join Us as Project & Contract Manager

Torres Shire Council is seeking an experienced, results-driven Project and Contract Manager to lead the transformative Horn Island Housing Masterplan – a once-in-a-generation project that will shape the island’s future. This is your opportunity to drive a high-profile, multidisciplinary initiative that will deliver a thriving CBD, modern housing, essential infrastructure, and sustainable growth for generations to come.

In this pivotal role, you’ll coordinate and oversee every aspect of the project – from urban planning and engineering to cultural heritage, environmental management, and community engagement. You’ll work alongside experts, Traditional Owners, State Government agencies, and local stakeholders to ensure the masterplan is visionary, practical, and culturally respectful.

We’re looking for a skilled professional who can balance big-picture strategy with on-the-ground delivery, ensuring the project is completed on time, on budget, and to the highest standards. Previous experience in master planning—especially in the Torres Strait—will be highly regarded.

If you’re passionate about place-based planning, building resilient communities, and making a tangible impact, this role offers a rare chance to leave a lasting legacy on Horn Island.

We welcome applications from Aboriginal and Torres Strait Islander people and individuals from diverse backgrounds.
