The City of Casey has recently implemented an exciting upgrade to its core enterprise platform, TechnologyOne CiA, and is now focused on building a high-performing, cross-functional team to lead and deliver enhancements with a clear business lens.
This newly established team will work collaboratively to prioritise, design, test and deliver ongoing improvements across the OneCouncil platform, driving innovation, boosting operational efficiency, and ensuring solutions meet the evolving needs of both staff and the Casey community.

A bit about the role
We’re looking for a strategic Technical Delivery Lead to drive the successful delivery of enhancements to the City of Casey’s enterprise OneCouncil platform. In this dynamic role, you’ll lead cross-functional teams and vendors to deliver complex technology updates that improve user experience and business outcomes.
Working in close partnership with stakeholders, you’ll establish and apply agile and hybrid delivery approaches to manage priorities, mitigate risks, and ensure high-quality outcomes. What you’ll deliver
- Lead the end-to-end delivery of enhancements and updates to the OneCouncil platform, ensuring integrity, scalability, and performance.
- Coordinate a cross-functional team, including functional consultants, test analysts, change and learning specialists, and vendors to achieve high-quality outcomes.
- Collaborate with stakeholders to refine solution requirements, align expectations, and drive impactful delivery.
- Manage delivery plans and risks, applying Agile principles, ensuring continuous improvement, transparency, and accountability.
- Ensure integration of change, training and testing activities to support successful platform adoption and user readiness.
What you’ll bring
- Tertiary qualification in Information Technology, Business, Project Management or a related field.
- Project/delivery management certification, such as PRINCE2, PMP, AgilePM or equivalent Agile certification.
- Proven experience leading complex enterprise software implementations, ideally in local government or the public sector. (Experience with TechnologyOne CiA is highly desirable.)
- Strong leadership of cross-functional teams, including internal staff and external vendors.
- Advanced knowledge of Agile and hybrid delivery methodologies, with demonstrated ability to balance structure with adaptability.
- Willingness to undergo pre-employment background checks including National Criminal History Check, Working with Children Check, Eligibility to Work check and Psychometric Testing.
