Business Analyst (Modelling & Projections) - APS5 & APS6 Levels

Location: Newcastle or Wollongong (Hybrid Work)
Classification: APS5 or APS6
Hourly Rates: APS5 - $55.24 (excl. super); APS6 - $60.26 (excl. super)

Role Overview

We are seeking highly skilled and motivated Business Analysts to join a dynamic team focused on modelling, projections, and performance analytics. The roles exist at both APS5 and APS6 levels to support the continuous improvement and strategic planning functions of a national government agency. These positions contribute to building a world-leading National Disability Insurance Scheme by ensuring data-driven decision-making, operational excellence, and insightful forecasting.

Both roles involve working closely with operational teams, stakeholders, and senior management to extract, analyse, and present complex data sets using advanced tools. While the APS5 role focuses on delivering moderately complex analytics and modelling tasks under limited supervision, the APS6 role carries additional responsibility for leadership, mentoring, strategic insight, and coordination of performance management activities.

The Performance Quality and National Workload Management Branch influences the quality of the participant experience by delivering Continuous Improvement (CI), Quality Management Framework (QMF), and performance management activities. The branch monitors consistency and quality of operations, identifies key trends, and shares insights to drive service improvement and risk mitigation. These roles enable informed decision-making, resource allocation, and strategic planning through data modelling and forecasting that support both operational and strategic objectives.

Key Responsibilities
Common Duties (APS5 & APS6)

Understand, extract, and manipulate data from multiple sources including Microsoft Excel, SAS libraries, and Salesforce analytical tools.

Develop, refine, and maintain projection and forecasting models primarily in Excel, incorporating advanced formulas, pivot tables, Power Query, and statistical techniques.

Generate and present forecasting reports, visualisations, and insights that inform operational planning and strategic decision-making.

Undertake quality assurance, including quality trend analysis, data validation, and reporting accuracy checks.

Draft clear and accessible communications, translating technical jargon into understandable insights for diverse stakeholder groups.

Identify performance risks through data analysis and propose mitigation strategies to improve outcomes.

Manage workflow requests and triage queries through systems like JIRA.

Additional APS6 Responsibilities

Lead and coordinate the creation and maintenance of complex projection models and reporting frameworks.

Interpret business trends and performance data in the context of broader strategic objectives.

Provide leadership, mentoring, and development support to APS5 analysts and other team members.

Cascade performance management and continuous improvement initiatives across divisions.

Manage stakeholder relationships, including educating and building capability around data literacy and reporting tools.

Coordinate branch-wide reporting activities and contribute to policy, program, and project management efforts.

Skills and Experience Required

Advanced Excel Skills: Expertise in advanced charting, pivot tables, Power Query, and complex formula functions is essential.

Forecasting & Statistical Modelling: Demonstrated knowledge and experience in applying forecasting techniques and statistical models to business data.

Data Analysis: Ability to conduct both qualitative and quantitative analysis with attention to detail and accuracy.

Communication: Strong written and verbal communication skills, with the ability to present complex data in a clear, concise, and accessible manner.

Problem Solving: Demonstrated capacity to apply judgement, resolve issues, and make evidence-informed decisions independently.

Time and Priority Management: Ability to effectively manage competing priorities in a dynamic environment, supporting multiple functions as required.

Teamwork: Proven ability to work collaboratively and contribute positively to team goals with minimal supervision.

Knowledge Requirements

Proficiency in Microsoft Office 365, especially Excel.

Familiarity with SAS software and Salesforce analytics tools.

Understanding of quality management frameworks, continuous improvement principles, and performance measurement.

Awareness of government operations, legislation, policies, and standards applicable to public sector data analytics and reporting (preferred).

Qualifications and Desirable Experience

Relevant tertiary qualifications in data analysis, business analytics, statistics, economics, or a related discipline are desirable.

Previous experience working in a government agency or similar operational environment is highly advantageous.

Experience with Salesforce analytical tools and JIRA is preferred but not mandatory.

Working Conditions

Roles are based primarily in Newcastle or Wollongong, with flexible hybrid working arrangements including work from home options.

The work environment includes open-plan offices and hot desk settings.

Significant computer and screen time is expected, including use of telephones and software applications.
