Carpentaria Land Council Aboriginal Corporation (CLCAC) currently has an exciting opportunity for a passionate and committed professional to join our organisation, assisting First Nation’s organisations in the lower Gulf of Carpentaria to build internal capacity and develop strong, sustainable enterprises that support local employment and economic growth in the region.

Based in the thriving regional City of Cairns in Far North Queensland, surrounded by lush tropical rainforest and on the doorstep to the World Heritage listed Great Barrier Reef and Daintree Rainforest, this opportunity offers the perfect work-life balance, with regular travel to the lower Gulf of Carpentaria in outback Queensland.

CLCAC was established over 40 years ago in Moungibi (Burketown) to represent the rights and interests of Traditional Owners. We support native title, PBC business and economic development and First Nations land and environment management programs with the overall goal of being the leader of sustainable indigenous community development in the lower Gulf region, where our people are self-determined and empowered to take control of country, culture and their economic future.

The Opportunity:

Under the supervision of the Senior PBC Capacity and Economic Development Project Officer, you will be responsible for supporting Prescribed Body Corporates (PBCs) and managing the delivery of capacity building and business development support projects.

As the PBC Capacity and Economic Development Project Officer you will also be responsible for assisting PBC’s to develop and implement appropriate governance and administrative support structures, provide logistical support for meetings and any other PBC activities related to Basic Support and Capacity and Economic Development activities. You will provide any other administrative support, when requested, to assist PBCs with their statutory and regulatory compliance and reporting obligations, all the while assisting PBCs to build internal capacity to fulfill these responsibilities themselves through the implementation of projects that support employment and business growth and development. You may also be required to assist PBCs by coordinating responses to native title, future act and cultural heritage matters.

Eligibility

Essential:

Tertiary qualifications in a relevant field of study, for example: Business, Law, Economics, Community Development, Indigenous Australian Studies

A mature understanding and respect of Indigenous cultures in Australia with an ability to effectively support the self-determination of First Nations peoples

Project management qualifications (preferred) and/or 5+ years of equivalent experience in implementing projects (preferably in a similar setting)

Well-developed research and written and oral communication skills which can be used effectively by a variety of sectors

Advanced computer skills with a demonstrated ability to use the Microsoft 365 suite and budgeting and project management tools

A demonstrated ability to develop funding proposals and business cases

Willingness to travel from based location to remote regions

Current Manual Driver’s Licence

Desirable:

Knowledge of the lower Gulf of Carpentaria region and people within the representative areas. Personal knowledge of Native Title groups would be highly regarded

Understanding of relevant provisions of the Native Title Act 1993, Native Title (Prescribe Bodies Corporate) Regulations 1999 and the Corporations (Aboriginal and Torres Strait Islander) Act 2006

Relationships with key stakeholders in the Gulf of Carpentaria, Indigenous organisations and government

Experience in a similar role

What We Offer:

This is a full-time position based in Cairns, with regular travel throughout the Lower Gulf of Carpentaria region.

Salary Range $82,394 to $98,280 per annum, to be negotiated depending on qualifications and experience, plus superannuation

CLCAC is a Private Benevolent Institution: Salary Sacrifice arrangements and Meal Entertainment Benefit are available

Generous Leave entitlements include 5 weeks annual leave and up to two weeks’ paid Christmas shutdown

Generous Long Service Leave entitlement of 13 weeks after 7 years of continuous service
