The Department of Justice and Community Safety (the department) is seeking an Executive Director - North Area, to provide a critical role within Justice Services, Corrections and Justice Services.

About the Business Unit

Justice Services is a division within the Corrections and Justice Services Group of the Department of Justice and Community Safety (DJCS). Justice Services operates under a four area model and is responsible for the direction, management and operation of Victoria's Community Correctional Services (CCS) in more than 35 locations across Victoria. Justice Services ensures that offenders are safely managed and supervised on orders issued by the courts and the Adult Parole Board, including Community Correction Orders, Parole Orders and Post Supervision Orders. In addition to CCS related functions, Justice Services provides oversight of regional departmental operations and works collaboratively with communities and program areas, such as Youth Justice, Aboriginal Justice and the Sheriff's Office Victoria to deliver critical justice services at the local level.

The North Area consists of two rural regions, Hume and Loddon Mallee, covering 100,000km2 or around 45% of Victoria's land mass. The area spans the entirety of the Victorian Murray River border from the Great Dividing Range in the east, and the South Australian border in the west, and covers 22 local government areas. The major towns of the North, and many minor towns in between, cover a range of varying demographics. From the major fruit growing areas of Mildura and Shepparton, cropping and dairy country, to significant wine regions near Heathcote and Wangaratta, to the ski fields of the Great Dividing Range and historic tourist areas in towns like Echuca and Bendigo.

North Area Justice Services accounts for approximately 200 staff based across 9 Justice Services locations. Justice Service Centres are located in Bendigo, Echuca, Swan Hill, Mildura, Shepparton, Seymour, Wodonga and Wangaratta. There is an additional Regional Office located in Bendigo, and services are also provided at various outreach and reporting locations.

Services provided at the Justice Service Centres include, Community Correctional Services, Youth Justice Services, Sheriff's Operations and some Births, Deaths and Marriages functions

About the Role

The Executive Director leads the delivery of effective Justice Services in this dynamic environment, providing executive leadership in responding to community needs and service reforms. The role maintains oversight of the area's Emergency Management Committee, Health and Safety Committees and people management matters and is the departmental representative at meetings with key regional stakeholders, including but not limited to: Regional Partnerships, Local Site Executive Committees, Regional and Aboriginal Justice Advisory Committees, and the Loddon Mallee Aboriginal Reference Group.

Some of your duties will include:

  • Lead and manage, to the highest standards, a range of justice services , effectively managing risks to the community as well as resources (including budget) and leading business direction within the departmental framework.
  • Continually monitor and review systems and practices across the area and develop strategies to ensure the delivery of enhanced outcomes for Justice Services' clients, supports innovation and meets area need.
  • Contribute to central policy and program development to strengthen justice services and respond to emerging issues.

About you

To be successful in this role, you will have:

  • A proven record of accomplishment in senior management and corporate leadership in matters of operational management, service planning, delivery and performance monitoring, resource management, quality management practices and corporate governance.
  • Experience in compliance with statutory requirements, establishing service delivery priorities and managing a large and complex multi‐service organisation.
  • Demonstrated understanding of the Victorian Government's policy platform, with particular reference to the justice portfolio, and understanding of the key issues impacting the management and delivery of public services.
  • Highly developed relationship building and stakeholder management skills with a track record in building successful partnerships beneficial to the organisation's business objectives.

Qualifications

  • A relevant tertiary qualification in law, Aboriginal affairs, public policy or similar is highly desirable.
