The Role
Governance Branch
ASD’s Governance Branch is seeking experienced and suitable candidates who will perform complex governance work and who have an in-depth knowledge of applicable legislative frameworks, or an ability to quickly learn about and apply these frameworks.
ASD6 Governance Officers may undertake the following responsibilities:
Supporting efforts to shape the strategic direction of ASD’s decision making boards and committees
- Performing complex governance activities, documentation reviews and quality assurance checks in line with existing policies, processes, and frameworks
- Providing high-quality secretariat support to ASD Boards and Committees, including coordinating meeting agendas and preparing minutes
- Contributing to the development and maintenance of governance processes and frameworks
- Preparing briefs, talking points, corporate reports, and other written submissions
- Working collaboratively with stakeholders across the organisation to achieve business objectives
ASD6 Information and Records Management Officer may undertake the following responsibilities:
- Provide advice to stakeholders in relation to the life cycle of information and records management activities and relevant legislative and administrative guidance
- Manage information and records management activities in accordance with the Archives Act 1983, relevant legislation and ASD policies and procedures
- Review integrity of information to recommend its suitability for disclosure in accordance with legislative and administrative guidance
- Develop and implement information and records management policies and procedures to achieve continuous improvement
EL1 Assistant Director Governance may undertake the following responsibilities:
- Providing secretariat support to ASD's Executive Committee and other senior decision-making bodies
- Developing enterprise level policies and guidance
- Supporting the production of ASD's Annual Report, Corporate Plan, and similar documents required by legislation
- Leading a team, managing allocated resources, setting work area priorities, managing workflows, developing strategies and evaluating business outcomes
- Implementing ongoing improvements to ASD’s governance frameworks
- Engaging with stakeholders across ASD to support wider ASD business objectives and provide support in managing governance frameworks
EL1 Audit Manager may undertake the following responsibilities:
- Lead teams engaged in, or conduct complex to very complex audits or reviews
- Monitor and confirm that audit recommendations are implemented and report on outcomes
- Generate and review reports, discuss findings with stakeholders and assist other ASD teams in the conduct of audits
- Liaise and negotiate with stakeholders and provide a clear understanding of desired outcomes and keep them informed of progress and issues
- Interpret, identify and translate audit issues into findings and recommendations for ASD
- Assess, evaluate, and recommend opportunities that contribute to continuous business improvements in ASD
EL1 Information and Records Manager may include the following responsibilities:
- Manage and lead a team, including setting clear work area priorities, performance and behavioural standards, managing performance, delegating responsibility and developing and mentoring less experienced employees
- Engage with a range of stakeholders to deliver high-level advice in relation to the life cycle of information, records management activities and relevant legislative and administrative guidance
- Review information and determine suitability for disclosure in accordance with legislative and administrative guidance
- Revise and implement information and records management policies and procedures to achieve continuous improvement
Compliance and Strategy Branch
ASD’s Compliance and Strategy Branch is seeking proficient and experienced candidates who are able to support and guide ASD teams to ensure ASD undertakes its functions in compliance with relevant legislation, policies and procedures.
Compliance and Strategy Branch is seeking applications for vacancies across each of its five sections.
ASD6 Compliance Officer may undertake the following responsibilities:
- Provide complex operations advice to a range of teams across ASD and international partners to enable new capabilities, missions, or analytical techniques
- Develop and deliver compliance training packages to ASD staff and the National Intelligence Community
- Develop and implement compliance policies and processes in line with the Operational Compliance Framework
- Conduct complex investigations of compliance incidents through deep engagement with a range of stakeholders, including ASD seniors and the National Intelligence Community
- High-level engagement, coordination and facilitation of inquiries undertaken by the Office of the Inspector General of Intelligence and Security
- Review ASD’s legislative framework to ensure ‘fit-for-purpose’ through the review of proposals for legislative reform that may affect ASD’s interests, provide legislative policy and governance expertise on complex issues to ASD teams, and co-ordinate ASD-led initiatives for reform, in line with strategic priorities
ASD6 Strategy Officer may undertake the following responsibilities:
- Work within a small team to develop briefing material for senior ASD officials to support them at whole-of-government fora, including meetings of the National Intelligence Community
- Work with counterparts from across government to review policy proposals and ensure ASD equities are reflected
- Engage with operational teams to ensure their interests are captured in formal reporting
- Review and contribute to draft cabinet submissions, including by consulting widely across the organisation
- Work within tight deadlines to develop comprehensive and accurate briefing material
ASD6 Legislative Reform Officer may undertake the following responsibilities:
- Contribute to the development of team objectives for short-term tasks and support strategic planning for longer-term legislative reform initiatives
- Liaise with whole-of-government partners on proposed legislative reform initiatives
- Develop comprehensive advice on legislative reforms that will meet operational requirements
- Participate in internal and external meetings to advocate for ASD’s requirements
- Work closely with internal and external stakeholders to ensure consistent understanding and application of legislative amendments
- Provide advice on complex matters to senior officials within short-timeframes
EL1 Assistant Director in Compliance may undertake the following responsibilities:
- Manage a team that is responsible for delivering one or more of the Branch’s core functions
- Liaise with teams across ASD, providing operations advice to solve complex matters to ensure that new capabilities, mission or analytical techniques are compliant with legislation and other relevant considerations
- Develop and manage compliance training packages for ASD staff ensuring staff are empowered to act professionally, legally and ethically in the execution of duties through the development and implementation of new policies and processes in-line with the operational compliance framework
- Manage and investigate complex compliance incidents through deep engagement with stakeholders across ASD and the National Intelligence Community, including the Office of the Inspector-General Intelligence and Security
EL1 Assistant Director in Legislative Reform may undertake the following responsibilities:
- Manage a team that is responsible for legislative review and reform activities, including managing competing priorities
- Provide strategic direction and consider wider agency implications when making decisions
- Liaise with whole-of-government partners on proposed legislative reform initiatives
- Develop comprehensive advice on legislative reforms that will meet operational requirements
- Participate in internal and external meetings to advocate for ASD’s requirements
- Work closely with internal and external stakeholders to ensure consistent understanding and application of legislative amendments
- Provide advice on complex matters to senior officials within short-timeframes
About the Team
Governance Branch
ASD’s Governance Branch is in search of qualified and experienced individuals to undertake complex governance tasks. Current and expected vacancies exist in the areas of Audit & Risk, Executive Governance and Committee management, Enterprise Performance Management, Organisational Policy, Information and Records Management and History & Public Access.
Compliance and Strategy Branch
Compliance and Strategy Branch protect ASD’s licence to operate and shape ASD’s authorising environment. It achieves this through promoting a strong compliance culture and protecting ASD’s equities in whole-of-Government and partner initiatives.
The Branch’s functions include:
- Providing oversight, and propriety and ethical guidance on ASD’s operations – the branch sets policy and provides training across ASD to ensure activities undertaken by ASD teams are compliant with governing legislation, Australia’s human rights obligations, and in line with propriety considerations;
- Leading ASD’s representations with the Office of the Inspector-General Intelligence and Security; and
- Representing ASD’s equities across the National Intelligence Community and broader strategic forums, including overseeing policy consideration of ASD’s legislative reforms
Our Ideal Candidate
Governance Branch
Governance Officers ASD6 and EL1 Assistant Director
- Demonstrated experience in a range of Governance roles, such as experience in secretariat roles for enterprise-level committees, experience in managing enterprise performance (annual reports, enterprise performance reporting) and/or experience in drafting and coordinating enterprise strategic plans and enterprise policies and history and public access
- Experience engaging with a range of stakeholders
- Experience leading and managing a high performing team. Strong written and verbal communication skills, including the ability to communicate with a range of audiences
- Solid analytical and problem-solving skills
Audit Manager EL1
- Required experience in auditing practices and highly desired experience working within government
- Demonstrated experience in leading teams conducting complex to very complex audits or reviews
- Experience engaging with a range of stakeholders
- Strong attention to detail
- Strong communications and stakeholder engagement skills
Information and Records Management Officers ASD6 and EL1
- Relevant qualifications in records management, such as a Certificate III in Business (Records and information Management) and/or experience in performing a records management role are highly desirable. This may include, but is not limited to, experience in managing the lifecycle of a record, developing and applying a records authority for sentencing and disposal, and performing a front-end eDRMS/Content Manager System administrator role
- Extensive stakeholder engagement experience with a range of stakeholders is desired
- Strong communications skills and attention to detail

Compliance and Strategy Branch
Compliance
- Demonstrated qualifications, skills and experience in developing and/or implementing compliance policy or training within operational areas within an operational compliance framework.
- Experience in managing competing priorities, provide high quality advice, and resolve issues in a constructive manner
- Solid analytical and problem-solving skills
- Demonstrated experience in providing operations advice to a range of stakeholders or investigation of compliance incidents with investigations qualifications desired.
- Experience in working with relevant national security legislation, such as the Intelligence Services Act
- Excellent attention to detail
- Strong written and verbal communications demonstrating the ability to communicate to a wide audience
- Good time management and organisation skills
- Demonstrated stakeholder management skills with a diverse range of stakeholders
