About the Opportunity
Workforce Extensions is recruiting, on behalf of the Donald Project, for a Health & Safety Superintendent to join the construction team. This position ensures compliance with the Health and Safety Management System during the construction of the mine and is key to the development and maintenance of safe work practices for all contractors, employees and visitors on site.
About the Project
Donald Project Pty Ltd, a joint venture between Astron Corporation Ltd and Energy Fuels Inc., is developing the project located near the towns of Minyip and Donald. It has recently received approval from the Victorian Government to commence construction. With a mine life extending to 2068 in Stage One, it is considered one of Australia's most significant rare earth and mineral sands resources.
Role Responsibilities
Health, Safety & Environment
- Lead the development of a strong safety culture across the construction site
- Drive the implementation of the Health and Safety Management Plan
- Ensure hazard identification, risk assessments, and safe work procedures are applied
- Conduct regular safety inspections and ensure regulatory compliance
- Manage reporting, investigation, and close-out of safety incidents and observations
Delivery & Compliance
- Oversee compliance with the Occupational Health and Safety Act 2004 and associated regulations
- Review and refine the project Health and Safety Manual to reflect evolving site activities
- Implement systems for PPE, first aid, and occupational hygiene
- Maintain the site risk register, including input from contractors and project team members
Contractor Management & Site Access
- Ensure contractor compliance with site access protocols, including site inductions, training, and equipment documentation
- Manage contractor onboarding requirements, including SDS, certifications, and delivery inspections
- Manage first response service providers, ensuring consultation about changes to emergency, rescue, or other incidents that would require their involvement
- Implement the overall site procedure for drug and alcohol management, including the establishment of random testing, for-cause testing, and block testing as appropriate
- Develop and implement occupational safety monitoring procedures to meet regulatory requirements for the construction and mining industries
Incident Management & Reporting
- Champion transparent incident reporting and effective follow-up actions
- Investigate incidents as required, working with relevant stakeholders to apply corrective actions
- Monitor compliance with mitigation measures and escalate concerns where necessary
About You
We're looking for someone who brings:
- Significant health and safety leadership experience on civil construction or greenfield mining projects
- Demonstrated experience in establishing new safety management systems and processes
- Knowledge of Victorian OHS legislation and codes of practice
- Confidence engaging with contractors, workers, and project leadership in a field-based setting
- Strong communication skills, attention to detail, and a practical approach to continuous improvement
