About The role
The Senior Procurement Officer will play a critical role in planning, developing, sourcing, and managing procurement arrangements to meet WAPHA's organisational objectives. This includes procurement of commissioned health services throughout areas of need in Western Australia. You will be responsible for the end-to-end procurement activities and contribute to the development and delivery of category sourcing strategies that align with our goals.
🔹Employment Type:
- 2 FTE Maximum term contract for 2 years
- 1 FTE Maximum term contract until 30th June 2026
🔹 Location: WAPHA Head Office, Level 2, 1 Hood Street, Subiaco (Hybrid role)
🔹 Salary: Band 5 ($106-$120k Plus 12% Superannuation)
Key tasks and responsibilities:
- Provide expert advice on procurement strategies to support Commissioning Services goals.
- Apply legal, policy, and organisational guidelines to all procurement and contract management activities.
- Develop clear, well-structured procurement documentation that accurately reflects business requirements.
- Monitor procurement processes to ensure openness, transparency, and competitiveness.
- Identify procurement risks and implement appropriate mitigation strategies.
- Evaluate tenders and select providers objectively, following established guidelines and principles.
- Escalate procurement issues to the Line Manager when necessary for resolution.
- Manage and administer selection/evaluation panels, ensuring probity controls and transparency.
- Support commissioning processes with a focus on probity, transparency, and conflict of interest management.
- Design, develop, and implement contractual compliance checks and audits to ensure legal and ethical adherence.
- Establish and maintain strong relationships with key stakeholders to facilitate efficient procurement processes.
- Gather and analyse market and stakeholder data to inform procurement strategies and contract performance.
- Explore opportunities for innovative procurement strategies and supply arrangements.
- Contribute to the continuous improvement of procurement processes, procedures, and systems.
- Assist in coaching business leaders on effective procurement practices to enhance organisational efficiency.
About you
To be considered for this role, candidates must meet the following selection criteria:
Essential experience and education
- Possession of or progress towards a relevant tertiary qualification in a health-related field, contract management, procurement, or a related discipline, or equivalent demonstrable experience.
- Comprehensive knowledge and understanding of procurement principles and practices.
- Demonstrated experience in developing and reviewing procurement and contract terms.
- Proven understanding of the importance of transparent and equitable procurement and contract management processes and procedures.
- Track record of providing effective procurement advice and support to internal and external stakeholders.
- Experience in liaising and collaborating with a diverse range of stakeholders to achieve procurement outcomes and build strong working relationships.
- Proficiency in information and communication technology, including desktop and relevant software packages.
- Proven ability to establish and maintain collaborative partnerships with both internal and external stakeholders.

In early 2015 the Commonwealth Government awarded WAPHA the contract to operate WA’s three Primary Health Networks (PHNS) – Perth North , Perth South and Country WA.
The two key functions of the PHNs, which align with WAPHA’s vision, are:
