The purpose of the position is to develop, monitor and manage cost expenditures across an infrastructure program. The role focuses on leading cost analysis and assessment on projects and programs to provide cost assurance to internal and key external stakeholders, emphasising planning and budgeting, assessment of actual performance, forecasting, earned value, manage changes and risks, variation analysis and driving corrective actions.
Responsibilities
- Develop and review project cost plans, estimates, and budgets, analysing expenses and variances to ensure alignment with project objectives and constraints.
- Lead cost performance assurance across infrastructure projects by providing cost advice, conducting trend analysis and contractor assessments, verifying on-site progress, and coordinating progress inputs with external contractors.
- Lead cost forecasting, earned value, and variation assessments, providing professional cost advice to project management to evaluate performance, address forecast implications, and implement solutions for a no-surprises project cost outcome.
- Manage cost allocation, WBS coding, and compliance processes; monitor project expenditure and provide advice on risks, changes, and cost impacts to support effective cost control.
- Support procurement and delivery phase cost activities, including estimates, contract administration, variation reviews, final accounting, and representing the cost function in reviews, site assessments, and tender evaluations.
- Lead the development of timely and accurate monthly cost reports, incorporating progress, issues, and trends; maintain benchmarking frameworks using market rates, historical data, and first principles to support cost analysis and identify efficiency opportunities.
Essential Requirements
- Minimum 7 years of experience in infrastructure or construction projects in a cost discipline: including: quantity surveying, cost planning or cost control.
- Demonstrated knowledge of project accounting policies, project appraisal, project planning & budgeting, and project reporting requirements.
- Demonstrated experience in tender evaluation, claim evaluation and reforecasting construction or infrastructure projects.
- Experience in NEC contract management and administration (favourable but not required) and experience in a range of contracting models.
- Experience developing briefing papers and information packs related to project costs.
