Senior Lease and Licensing Officer

At the NSW Department of Education, we educate and inspire lifelong learners - from early childhood, through schooling to vocational education and training.

  • Ongoing Full-Time
  • Location Eveleigh with convenient access to major transport hubs
  • Competitive salary ranging from $129,464.00 - $142,665.00 p.a. plus superannuation and leave loading

About the role

  • Supports the work of the Asset Activations team within School Infrastructure
  • Acts as an in-house lease and licence expert and advisor to the team
  • The role will manage the drafting and on-going documentation management of a state-wide portfolio
  • The portfolio is diverse and deals with existing assets owned by the department and used by third parties, as well as assets owned by third parties and leased or licensed by the department for use by schools.
  • The role also oversees heads of agreements, project/works deeds and licences associated with new or upgraded infrastructure projects on department land in conjunction with third parties.
  • On-going management of expiry and option dates of the portfolio
  • Supporting the team in undertaking market rent reviews
  • The role is part of a friendly and supportive team reporting to the Manager of Leases & Licences.

The Asset Activations team is primarily responsible for the management of these agreements with an objective to enhance public assets and ensure access to public schools by community groups. This role is key for the delivery of this objective.

About you

  • Experience in drafting and interpreting heads of agreements, leases, licences, project/works deeds, deeds of variation, dealings on title and other right to occupy and associated documents
  • Experience in managing and coordinating contract negotiations, engaging external stakeholders, and ensuring agreements are completed within parameters
  • Possess an understanding of planning principles and pathways for new or upgraded infrastructure projects
  • Knowledge of and commitment to implementing the Department's Aboriginal Education Policy and upholding the Department's Partnership Agreement with the NSW AECG and to ensure quality outcomes for Aboriginal people.

Essential requirements of the role

  • Tertiary qualification in either a property or legal related discipline and/or relevant and extensive knowledge and experience in servicing a large and complex property asset portfolio
  • Experience in preparation of leases, licences and the ability to interpret legal contracts
  • Flexibility to travel to state-wide locations
  • Valid NSW Drivers Licence
  • Demonstrated understanding of and commitment to the value of public education.

This option would allow the WWCC to naturally expire without further communication needed with the employee. The employer obligations under the WWCC would apply for duration of the WWCC's validity (up to 5 years)
