Role impact & contribution

As a Principal Solicitor, you will join OGC to support primarily Treasury’s Banking and Financial Services division (BFS division), the NSW Whole of Government Banking procurement and relationship program and other procurement and contract management activities of the team. The role will also support other divisions within Treasury’s Procurement Reform and Banking group (PR&B).

The PR&B group manages all-of-government procurement, service delivery and reform including the state’s banking contract and other whole of government contracts in fleet, travel, waste, energy and human and professional services. The Procurement Reform team’s objective is to ensure public sector procurement achieves economic, social and financial benefits for NSW. The Banking team (BFS division) is responsible for the state’s banking and financial services arrangements, and the forecasting and optimisation of the state’s liquidity needs. The team’s objective is to deliver leading banking services, effective procurement and reform outcomes for NSW agencies, businesses, and the community, working in partnership with agencies and banking partners.

You will support these teams and lead the development and implementation of strategic and operational legal frameworks; provide expert advice to senior stakeholders and ensure legal service delivery enables and facilitates the achievement of organisational priorities.

You will undertake this function by providing expert advice, counsel and recommendations on highly complex and sensitive legal matters, and by demonstrating leadership in legal risk management for organisational decisions and initiatives.

Proactively building robust relationships and partnerships with internal and external stakeholders is paramount, as is your contribution to improving the delivery of outcomes across the NSW Government through effective communication, collaboration, and advocacy with Treasury teams and agency counterparts.

Achieve success as a Principal Solicitor

In this integral role there are a few things we would like for you to have to best support yourself and add value to the people of NSW.

The ideal candidate should meet the following criteria:

· Admitted as a legal practitioner and holding a current unrestricted practising certificate.

· Senior lawyer with extensive experience in banking and/or commercial legal work with a minimum of 10 years PQE.

· Public sector experience, including within a central agency, in administrative law, procurement and other processes of government will be highly regarded.

· Must be able to operate autonomously and work effectively with a broad range of stakeholders.

· Strong experience in the provision of legal services, including providing legal advice, input into legal and governance policy and drafting legal documentation.

· Knowledge or capacity to scale familiarity of legislation, case law and other precedents in any areas of law administered by the agency and which have an impact on the government.

· Proven ability to deliver timely and relevant legal services collaboratively, inclusively and flexibly in a high-volume complex environment.

· Ability to exhibit and model the OGC’s purpose, promise and principles in contributing to the work of the legal function within Treasury.

· Satisfactory employment screening checks (e.g. criminal record check).
