About Agriculture and Water

Agriculture and Water is a program within the Bureau's Business Solutions Group. The program engages key customers including the Australian Government and the Agriculture and Water industry to deliver solutions that uplift the value and impact they and their customers receive from Bureau products, services and data.

Whilst providing services across the Agriculture and Water program, this role exists within the Water Regulations and Standards (WRS) section. This section supports the fundamental role of the Bureau under the Water Act and Water Regulations to lead and administer the collection, storage and sharing of national water information, inclusive of water markets information and water markets decisions.

Position overview

The Developer – Water Sector plays an integral part in the Bureau's Water Markets Reform program, which aims to improve trust and transparency in water trading across the Murray–Darling Basin. A key responsibility of this program is to develop the digital platforms that facilitate the collection and sharing of national water information. Additionally, the Developer – Water Sector will support the seamless transition of the Water Market Reforms program responsibilities and resources into the BAU operations of the Water Regulations and Standards section and to the Data and Digital Group (DDG).

The role will focus exclusively on the Bureau's water systems and requires an experienced developer with full stack proficiency and strong AWS cloud and applications experience, to maintain system alignment with the evolving Water Act, Water Regulations and Water Market Data Standards. This is achieved through significant industry consultation, regular release cycles and industry wide regression testing. Given the critical role the systems play supporting the Bureau's regulatory functions and obligations and as this position will represent the Bureau in external technical forums, an ability to understand the regulatory framework and the industry, together with operating to the highest standards of reliability, accuracy and professionalism will be required.

Role responsibilities

The responsibilities of the role include but are not limited to:

1. Contribute to the detailed design and development of significant elements of new solutions, Web applications, Web services, APIs and databases, with clear documentation on the code produced.

2. Form a key part of delivery teams to uplift legacy systems and develop integrated digital water solutions incorporating AWS cloud.

3. Closely collaborate with the Bureau's DevOps and Test specialists to ensure that CI/CD, and Testing are performed according to the Bureau Application Excellence Framework (AEF) development standards and other standards where applicable.

4. Take responsibility for the performance, quality and testability of code produced.

5. Collaborate closely with the internal team and external partners to understand and agree deliverables, provide status updates and conduct integrated testing.

6. Provide support and ongoing maintenance of the suite of water applications.

7. Communicating concepts and delivering showcases to technical and business stakeholders.

8. Demonstrating commitment to APS Values, Employment Principles, Code of Conduct and the Bureau's Social Justice Strategy

9. Complying with all Bureau work, health and safety policies and procedures, and taking reasonable care for their own health and safety and that of employees, contractors and visitors who may be affected by your conduct.

Selection criteria

Evaluation criteria

Technical competence

• Demonstrates capabilities aligned with those in the Relevant skills and experience section.

• Ability to use both technical and business understanding to provide informed advice and technical expertise to internal and external audiences with varying levels of systems knowledge.

Experience

• Roles involving web application development on the AWS Cloud platform or similar.

• Experience in government or regulatory industries, or equivalent experience with data and information standards across a similar organisational context.

Capability

• Exercises sound decision making and judgement to produce high level advice, involves others as appropriate and demonstrates the ability to resolve issues.

• Builds and sustains positive relationships with stakeholders across the Bureau and other water sector agencies and organisations, continuously learning more about their business and operating environments to improve Bureau offerings.

Relevant skills and experience

Mandatory

• A degree or diploma of an Australian educational institution, or a comparable overseas qualification, which is appropriate to the duties; OR other comparable qualifications, which are appropriate to the duties.

• Demonstrated examples of the development of AWS Cloud services for frontend development such as Cognito, Amplify, AppSync, as well as deployment by AWS CDK.

• Proven expertise with:

o Front-end Languages and Frameworks (Typescript, React, Drupal)

o Python for backend API development,

o Relational Database Management Systems specifically PostgreSQL or MSSQL,

o Networking (firewalls, policies, access control and endpoint security),

o Version Control (CI/CD Gitlab),

o Testing (React Testing Library), and

• Experience in providing technical input to implement a solution based on the architecture, design and business guidance.

Desirable

• Professional experience in Commonwealth water agencies, state government water agencies, or other water sector organisations or businesses.

• Experience in real-time data processing techniques and message bus technologies.

• Experience with microservice architecture.

• Experience of DevOps and DevSecOps methodologies.

Merit pool

The selection process will establish a merit pool that may be used to fill similar positions within 18 months.
