The United Nations Framework Convention on Climate Change (UNFCCC) is an international treaty established in 1992 regarding climate change. The annual meeting of the parties to the treaty is the largest annual conferences currently held under the auspices of the United Nations and is among the largest international meetings in the world. The intergovernmental negotiations are complex involving officials from governments from across the world and representatives from civil society and the global news media. The annual meeting is called the Conference of the Parties (COP) and is held in a different country each year.

The policing and security requirements for a city hosting a COP are complex and multifaceted making it one of the most challenging policing operations to plan for and safely deliver.

The Principal Workforce Planner works in a dynamic and collaborative environment and is accountable to the Chief Inspector, COP31 for the provision of expert HR advice and application of industrial instruments in supporting strategic workforce planning for COP31.
