The Role
Reporting to the General Manager of Early Childhood, the Early Years Manager will be a strategic leader for the delivery of key systemic initiatives, accountability and the vision, mission and values of Perridak & Yaluk Burron Early Learning Centres.
The Perridak Burron (meaning ‘Platypus Children’) & Yaluk Burron (meaning ‘River Children’) Early Learning Centres will provide a culturally safe and rich learning environment where families and the community are collaborators in each child’s learning journey from birth through to school engagement.
With strong student focus mindset, the Early Years Manager will use their entrepreneurial flair to identify growth opportunities of the learning centre and in the process develop and mentor the learning centre’s staff to drive culturally safe supports system to building developmental milestones within the Early Childhood Learning & Development Program. These plans will be in alignment with the principles outlined in the Marrung Aboriginal Education plan and similar resources in partnership with other agencies to nurture strong, proud children in a culturally rich and supportive environment.
The Early Years Manager will work collaboratively with other programs within BADAC and other relevant internal and external stakeholders contributing to the growth and development of the program.

Key Duties & Responsibilities:
Provide effective leadership and management of BADAC’s Perridak & Yaluk Burron Early Learning Centres Programs and ensure that the programs meet all KPIs required in project plans and program guidelines.
Overseeing the provision of an educationally rich learning environment in line with the Victorian Early Years Learning and Development Framework and the National Quality Framework.
Facilitate the ongoing quality improvement of the service and assessment & rating processes in liaison with the Department of Education.
Ensuring compliance with regulatory legislation and standards as per the National Education and Care Regulations and National Law.
Liaise with the Family Assistance Office, CCMS & Department of Education to support the service and families with access to funding and Childcare Subsidy.
Together with the BADAC Executive team & General Manager, develop and implement program operating procedures including the service delivery guidelines, practice frameworks, assessment tools and policies and procedures.
Work in a culturally respectful way to ensure community members, children, young people and their families are empowered to develop and maintain cultural connections.
Ensure effective regulatory and organisational compliance through management of administration functions including: Writing program reports for the organisation and external funding and evaluation bodies, monitoring budget of the service, data collection and program statistics etc.
Manage communication with the stakeholders and governance committees as required. Represent BADAC at relevant committees, forums and meetings.
Provide management and support to the Perridak & Yaluk Burron Early Learning Centres Programs staff including but not limited to: appraisal processes, supervision sessions, and ensuring that when required, staff are provided access to clinical supervision to support service delivery.
Ensuring compliance with workplace health and safety standards.
Complete other duties as required and requested by the General Manager and the Executive Managers.
Maintain strict standards of confidentiality & act at all times in a professional manner in accordance with the policies & procedures of the Ballarat & District Aboriginal Co‑operative.
Key Selection Criteria:
Demonstrated ability to work in a way that promotes Aboriginal people’s cultural identity and promotes their connection to family, community and culture.
Sound knowledge of the issues affecting Aboriginal people within the Education system.
Demonstrated knowledge and experience operating within the Education sector including program management and staff supervision.
Early Years Education Qualification in accordance with ACECQA approved early childhood teaching qualifications.
Current First Aid, Anaphylaxis & Asthma Management Training.
WWCC or VIT Registration.
Mandatory Reporting Training.
Significant Experience in Managing an Early Years Education & Care Service.
Thorough and in-depth knowledge of the VEYLDF, NQS and the National Regulations & Law.
Thorough knowledge of ECE centre administrative functions.
