Join our team as an APS6 Office Manager and Senior Procurement Officer!

This dual ongoing position is responsible for operational property and security matters at The Administrative Review Tribunal located in Hobart.

Due to the nature of this role, daily on-site attendance is required to address specific duties effectively and out of hours contact may be required to manage urgent building issues.

Remuneration: The annual salary range for the position is APS6 $94,563 to $106,394 p.a., plus a generous employer superannuation contribution of 15.4%.

About the opportunity

The Office Manager and Senior Procurement Officer role supports a scope of work across two branches: the Corporate - Property & Security section and Finance & Analytics - Finance & Procurement section. As this role operates across two key corporate areas, it is a substantial and important position within a small but high performing team in Hobart.

This dual role requires a high degree of independence, professionalism, integrity and the ability to thrive in a changing environment.

Office Manager duties

Office Manager duties include responsibility for co-ordinating accommodation management tasks, delivering operational protective security risk management and service delivery, and ensuring that the Hobart office location adheres to ART policies and procedures to support operational and strategic outcomes. The work of the Office Manager is far ranging, at times complex and highly specialised. Daily duties may involve planning and implementing efficient office allocations and moves, being ready to respond to incidents or emergencies and taking a leadership role, being familiar with procedures and applying them to safety and security situations, accessing various databases for information, responding to reporting requirements for the section, conducting a stocktake, providing training, coordinating special events, and liaising with building management or authorities.

Procurement Officer duties

To be successful as a Senior Procurement Officer, it is expected that the person can work across multiple technical platforms (SAP, ServiceNow, Prime, AusTender and BuyICT) to manage and report on a diverse range of high value procurement activities and contracts. Most tasks as the Senior Procurement Officer will require procurement experience and knowledge to ensure the ART is compliant with the Commonwealth Procurement Rules and the PGPA Act.

About you:

Due to the varied nature of this position this role would be suited to someone who is looking for a distinct, important and fulfilling role.

To be successful you will have:

  • Strong knowledge of property, facility, risk, and asset management best practices, as informed by government legislation and guidelines.
  • Strong knowledge of government procurement policy and practices with the ability to facilitate tender processes, draft and negotiate contracts, produce, interrogate and analyse reports from our procurement systems.
  • Ability to work collaboratively and flexibly in a team environment and capable of taking a leadership role in the event of service disruptions or emergency situations.
  • Ability to prioritise and manage a diverse range of requests across the dual roles including:
  • Providing advice and deliver training
  • Set up and coordinate special events and meetings
  • Procurement & contract management activities
  • Facilities requests and adherence to WHS and risk management policies and procedures.
  • Experience identifying and implementing improvements to work practices, conduct inquiries and research with the aim to best manage workforce adherence to all policies and procedures.
  • High level interpersonal, written, and verbal communication skills with the capacity to communicate with a wide range of stakeholders, influence positive workplace outcomes and maintain productive relationships with stakeholders.

Essential:

  • Ability to obtain and maintain a Negative Vetting Level 1 Security Clearance
  • The Tribunal requires Australian Citizenship as a condition of engagement.
  • All employees are required to undertake an Australian Federal Police Check and a Health Assessment.

Desirable:

  • Experience with procurement and financial management systems (preferably SAP) and Microsoft Office applications.
