The Team

The Parliamentary, Governance and Assurance section sits within the Deputy Electoral Commissioner’s Office. The section brings together three critical functions that ensures effective service delivery to portfolio ministers and Parliament, strong governance with integrity, and confidence in achieving business objectives. The section’s role is pivotal in maintaining the integrity of operations across the agency and dedicated to providing high-quality support to both internal and external stakeholders to achieve this.

The Opportunity

As a Senior Assurance Officer, you will play a vital role in enhancing the AEC’s Assurance Framework and delivering independent assurance that provides the Audit Committee and Executive with confidence the agency is meeting its long-term goals and key objectives.

Your role will require providing operational support and oversight for the delivery of internal audits in collaboration with the AEC’s internal audit service provider. You will need to leverage your experience with the Internal Audit Global Standards and corporate knowledge of the AEC gained on the job to support the effective delivery of internal audit activities. There also will opportunities to delivery assurance activities for those with internal auditor experience.

Using your knowledge, you will provide advice and support for the implementation of recommendations from a range of assurance activities (not limited to internal audit) by coordinating follow-up activities, conducting timely verification, maintaining the SharePoint recommendations register and providing reports and briefings on the status of recommendations.

To ensure ongoing progression, you will provide support with maturation activities for the AEC’s Assurance Framework. This includes assisting with the development of guidance material, provide specialist advice on assurance arrangements, assess assurance activities and maintain the AEC’s assurance map.

This role will require you to build and strengthen internal and external relationships with key stakeholders to ensure achievement of the functions objectives and broader agency goals are achieved. This extends to understanding business operations to support in the dissemination of lessons from related internal and external assurance activities or better practice models.

To maintain operational efficiencies and innovations in the delivery of audit and assurance services, you and your small team will be required to create or maintain assurance doctrine, including standard operating procedures, strategic reports, briefing papers and policy on complex issues or presentations to committees to allow for informed decision-making.

To excel you’ll have:

  • A well-developed understanding of governance and assurance frameworks for the Commonwealth Government and a willingness to obtain qualifications in this area.
  • Demonstrated knowledge and experience working in a complex environment and successfully managing competing priorities and delivering quality results within agreed timeframes.
  • Ability to build effective relationships and communicate effectively with stakeholders, whilst anticipating their needs and expectations across a geographically dispersed network.
  • Ability to apply analytical skills to solve complex problems and use well-developed communication skills to provide clear concise advice, propose and facilitate change and contribute to business improvement strategies.
  • A high degree of integrity, judgement and professionalism, with demonstrated ability to exercise good judgement and impartial advice to make decisions based on legislation, guidelines, policy and best practice.

Desirable

  • Experience working within an internal audit function and applying the Global Internal Audit Standards.
  • Knowledge of, or ability to, quickly gain knowledge of Australian electoral law and practice.
  • Knowledge of, or the ability to quickly gain knowledge of the Public Governance, Performance and Accountability Act 2013 and related frameworks.
  • Membership with Institute of Internal Auditors or ISACA, or the ability to hold a professional membership.
