The Role
The Contractor Workforce & Portfolio Branch is responsible for delivering robust enterprise labour hire and commercial procurement outcomes for ASD. This recruitment process is seeking to fill roles across a number of teams (Labour Hire Support, Procurement Delivery and Commercial Procurement).

ASD6 – Procurement Business Partner
Would you like to support ASD in shaping its workforce, working closely with a range of business areas to deliver best practice Contractor, Consultant and Outsourced Service provider procurement and management?
Key Duties of this Role:
- Engage with a range of teams across ASD, and be confident in communicating with a diverse range of stakeholders adjusting your style and approach to individual needs.
- Work closely with the EL1 Account or Procurement Managers to understand ASD Business areas contractor workforce needs.
- Support business improvement – have an eye for opportunity and creating efficiencies in team processes and with ASD business areas when it comes to contractor procurement and management.
- Enable the Labour Hire Delegate role by reviewing Labour Hire procurement documentation and supporting ASD business areas to complete this documentation in line with the strategic policy direction.
- Provide administrative and process support to your team and ASD business areas as required.
- Build, sustain and encourage productive relationships with team members and actively participate in teamwork and group activities.
- Provide advice and support for procurement planning, tendering and contract formation and contract management activities while ensuring compliance with Commonwealth Procurement Rules, instructions, legislation, procurement policies, processes and procedures.
- Draft and review contracting correspondence including commercially sensitive reports, submissions, proposals and other documents as required.
- Work collaboratively with the team, stakeholders and subject matter experts to establish and finalise contracts and resolve contracting issues that may arise.
ASD EL1 – Procurement Business Partner

Procurement Delivery, Commercial Procurement and Labour Hire Support Teams are looking for procurement specialists and strategic problem solvers to lead small teams to efficiently and effectively fill contractor vacancies across ASD or provide commercial procurement advice and support to key agency projects.
Key Duties of this Role:
- Act as a key point of contact for ASD business areas to engage with Contractor Workforce, and ensure business areas efficiently and effectively navigate the enterprise labour hire procurement process in line with policy requirements.
- Manage and lead a team, including providing clear and consistent communication, setting clear performance and behavioural standards, managing performance, delegating responsibility and guiding and developing people.
- Drive business improvement – have an eye for opportunity and driving efficiencies throughout team processes and with ASD business areas when it comes to contractor procurement and management.
- Manage, lead and be accountable for procurement planning, tendering and contract formation and contract management activities. While ensuring compliance with legislation, procurement policies, processes and procedures.
- Develop and implement procurement related documentation including templates, schedules, correspondence, reports, submissions, plans and strategies, risk and performance reviews and other contract documentation.
- Manage, lead and provide expert advice, assistance and services for procurement policy, technical, commercial, legal, financial investigation and other requirements as applicable in order to support contract management outcomes.
- Translate and apply legal principles, legislative and mandatory policy compliance obligations and critical commercial risk and performance requirements related to procurement and contract management.

Our Ideal Candidate
ASD6 – Procurement Business Partner
Under broad direction, our ideal candidate will perform a range of contracting and procurement activities, demonstrating their experience, knowledge of and compliance with legislative frameworks, government decision-making and the Australian Signals Directorate’s mission and policy requirements.
You will work independently with a high degree of autonomy and accountability for the achievement of agreed outcomes. You will exercise both initiative and judgement in the interpretation of policy and in the application of practices and procedures.
You will have well-developed written and verbal communication skills, including negotiation skills. You will have a sound knowledge of the Commonwealth Procurement Rules and supporting instructions.
ASD EL1 – Procurement Business Partner
Our ideal candidate is a strong people leader with several years’ experience leading procurement outcomes in a Commonwealth Agency. You will have well-developed leadership skills, written and verbal communication skills, including negotiation skills. You will have in-depth knowledge of the Commonwealth Procurement Rules and supporting instructions.
