The Policy team
The Policy team are responsible for leading the delivery of the NSW Government's building reform agenda. We engage with a wide range of subject matter experts across industry, the community, the Department of Customer Service and other government agencies to develop a comprehensive evidence base to inform Government decisions on housing and building industry issues. The team also comprehensively review recent research and innovative solutions to create future focused policy to support the Minister to develop and implement legislation.
There will be opportunities to work on other innovative policy related projects within Building Commission NSW. The current pipeline of reforms has a significant amount of support material requiring development and project management so if you enjoy variety and have an agile mindset, then this role could be for you. The successful candidate must be highly organised, proactive and practical.
About the role

We are seeking enthusiastic individuals who are high achievers and are interested in challenging and rewarding policy projects that will influence the State's building sector for decades to come. You will gain experience in a diverse range of subject areas, including residential construction, development and planning laws, requirements for licensed tradespeople, national building and competition policy, among others.
In supporting and leading these projects you will:
- Undertake comprehensive research on how Australian and overseas jurisdictions regulate their construction sectors,
- Write discussion and position papers on reform topics,
- Actively participate in consultative meetings with key stakeholders and members of the public, including the management of complex stakeholders and issues,
- Write briefs and draft submissions for the Minister and NSW Cabinet,
- Prepare drafting instructions, parliamentary papers and other support material for legislative amendments, and
- Mentor and guide others in the team with a focus on continuous improvement and regular constructive feedback.
Strong analytical and communication skills, along with the ability to work in a high-volume environment will make you an ideal candidate for this position. You will also have, or be able to quickly acquire, a good understanding of government policy and processes. Previous experience in policy development would be an advantage.
Key responsibilities
- Research, analyse and review complex policy issues, identifying emerging issues, developing evidence-based options, and recommended solutions to resolve problems and mitigate risks
- Provide expert policy advice and information to relevant stakeholders to facilitate the appropriate interpretation and implementation of policies and support Agency and/or Government policy initiatives
- Build and maintain relationships with key stakeholders, facilitating their engagement in, and contribution to, the identification and development of policy solutions and to inform policy decision-making
- Monitor, evaluate and report on the development and/or implementation of policies to identify issues and ensure the achievement of desired outcomes
- Mentor and guide policy officers and support staff, ensuring compliance with governance and quality requirements, to successfully deliver policy priorities and initiatives
- Prepare correspondence, written reports, publications, and briefs, that are informative and aligned with agency requirements, to respond to Agency and/or Government requests
- Provide support and coordination of the Branch's communications, human resources and procurement activity, including record maintenance and governance
Key challenges
- Delivering policy initiatives and projects to the required standards and timeframes, given the need to rapidly understand and integrate information and adapt in an often changing and unpredictable environment
- Maintaining an integrated view of the Branch's activity and other developments in associated regulatory issues
- Liaising and consulting effectively with stakeholders, internal and external to government on complex and sensitive issues
To be successful in this role, you will have:
- Strong critical thinking and analytical skills
- Project management experience
- Exceptional verbal and written communication skills
- Demonstrated ability to work with a range of internal and external stakeholders
- Proven ability to manage and deliver on competing priorities
- The ability to think on your feet and take into account the strategic impact of decisions
