About the role
The Regulatory Operations Group is responsible for operations in Regulatory Services and Surveillance & Enforcement. This work operationalises AFSA’s strategy, delivering integrated end to end regulatory services that supports clients through AFSA systems and ensures compliance in line with AFSA’s approach to regulation to: People centric, Outcomes focused, Harms based, Intelligence led, and Strengths based.
The Estate Administration (EA) team is a public-facing section of the agency that administers formal personal insolvency options (including bankruptcy) on behalf of the Official Trustee.
As a Senior Case Manager you will have responsibility and autonomy in the day-to-day management of a case load of complex case matters where you will exercise delegations to manage the ongoing administration of formal personal insolvency options, particularly bankrupt estates. You will make evidence and risk based, commercially sound decisions and provide well written briefs and reports to management, stakeholders, and support AFSA’s vision of a visible, modern and contemporary regulator.
Key accountabilities
Under guidance of the Assistant Director, the Senior Case Manager will:
- Administer and resolve complex matters (including identification of matters for escalation, seek information and advice for resolution), including legal actions, within established timeframes and in accordance with operational practices and procedures
- Produce high level business correspondence and status reports to key stakeholders
- Liaise with AFSA clients and stakeholders, including trustees, government agencies, financial counsellors, legal representatives, and professional bodies
- Provide technical and operational guidance and direction to Team Leaders and Management team
- Identify and contribute to the development and implementation of best practices, process improvement and strategies to effectively manage complex issues
- Identify and refer potential bankruptcy offences to the Enforcement & Practitioner Surveillance Division
- Work collaboratively in a team to enable high performance and service delivery excellence in accordance with corporate governance, legislative requirements, industry standards, and policies.
- Actively support the Assistant Director and the Director in the delivery of strategic objectives and identify relevant emerging issues, trends and impacts on the business.
- Provide technical expertise and guidance across strategic and policy related outcomes.
- Apply extensive knowledge and evidence-based decisions supported by regulatory and policy frameworks ensuring operational compliance.
- Negotiate and build productive relationships with internal and external stakeholders to support the agency's reputation.
- Apply effective corporate governance and management assurance practices ensuring compliance with applicable Commonwealth and AFSA financial and legislative delegations, policies and practices.
Qualifications and experience
Tertiary qualifications in Law, Accounting, or relevant discipline from an Australian tertiary institution (or comparable overseas institution), or demonstrated experience gained within the Insolvency or Finance Industries are highly desirable.

regulating the administrations and activity of trustees and debt agreement administrators
acting as a special trustee for Australian Government agencies pursuant to court orders, particularly by locating, controlling and selling property under the proceeds of crime legislation
administering and enforcing the Personal Property Securities Act 2009, including through the provision of the national Personal Property Securities Register (PPSR)
providing information about transacting with the PPSR.
