About the role
We are seeking an experienced and strategic HR leader to join our team as Associate Director, Business Partnering. In this leadership position, you will drive people-focused strategies, lead workforce transformation initiatives, and embed cultural change across the department.
You’ll work closely with senior executives and managers, providing high-level advice on organisational design, strategic HR planning and complex case management Your expertise will help shape a high-performing, values-driven workforce by implementing practical frameworks and solutions tailored to the unique needs of each business area.
As a trusted advisor, you’ll guide leaders through complex employment matters, interpret and apply public sector employment legislation and policy, and influence decision-making at the executive level.
This role also involves leading impactful HR projects, delivering insights that support strategic objectives, and ensuring alignment across the broader agency. Collaboration is key — you’ll work across the Corporate Services team, including organisational development, health, safety and wellness, and recruitment specialists to deliver seamless, integrated HR services.
In this role, you will:
Lead and influence organisational change initiatives that drive engagement and enhance organisational effectiveness.
Provide expert, strategic advice to senior leaders on complex HR matters and workforce planning.
Champion a collaborative, cross-functional approach to delivering high-quality HR services across the department.

About You
You bring significant expertise in HR business partnering, with a track record of supporting organisational transformation and driving strategic people outcomes. Your strengths lie in:
Change management and project leadership — you’re experienced in leading initiatives that enhance workforce capability and deliver tangible results.
Strategic thinking and problem-solving — you can identify complex workforce issues and implement solutions that align with business priorities.
Stakeholder engagement and communication — you’re confident working with senior leaders, influencing decisions, and building trusted relationships across diverse stakeholder groups.
Leadership coaching — you provide high-impact advice and guidance to people leaders, supporting cultural and behavioural change at all levels of the organisation.
Employment legislation and policy knowledge — you’re well-versed in public sector frameworks, with the ability to manage complex people matters in line with legal and policy requirements.
Commercial acumen — you understand business drivers and apply a strategic lens to HR advice and planning.
Workforce planning and organisational design — you have experience aligning workforce structures and strategies to support operational goals and long-term planning.
You hold relevant tertiary qualifications in HR, employee relations, or a related discipline — or bring equivalent, extensive experience in complex people and culture roles.
