About Ravenhall Correctional Centre

Ravenhall is Victoria’s largest, medium security prison for adult sentenced and unsentenced males. Its contemporary campus-style design provides a safe and humane environment that enables and nurtures GEOs Continuum of Care operating philosophy.

Ravenhall also has a dedicated Forensic Mental Health Unit and a specialised Closed Supervision Unit for prisoners with significant challenging behaviours. In recognition of the importance of Continuum of Care, Ravenhall extends its presence into the community by providing ex people in our care with access to post-release support at GEO’s Community Reintegration Centre.

With key focus on young adult offenders, Aboriginal and those with complex and mental health needs, have significant opportunities to engage in work, education, programs and services, through an evidence based approach to reduce re-offending.

Through investment in opportunities for people in our care to engage in work, education and programs, prisoners are not only held safely and securely but given every chance to turn their lives around. Issues behind much of the crime in our communities – such as violent attitudes, anti-social behaviours and the abuse of drugs and alcohol – are addressed through innovative programs and interventions. At the same time helping the people in our care with day-to-day challenges such as gaining and holding down employment and finding a suitable place to live also help prevent a return to crime.

Ravenhall’s unprecedented emphasis on offender rehabilitation and reintegration is evidenced through collaborative and integrated relationships with key Alliance service partners including Forensicare, GEO Health Care Plus, The Y, Honeywell and Bendigo Kangan Institute of Tafe. Together, Ravenhall provides an integrated service system that collaboratively brings about lasting positive change in the lives of the men in our care pre- and post-release. Through these partnerships the objective of Safer Victorian Communities is achieved.

About the Opportunity

The Contract and Performance Manager (CPM) ensures that effective systems and controls are in place to accurately capture and report on performance indicators, service specifications, and delivery outcomes. This role provides assurance to the General Manager, ensuring compliance with contractual terms, legislation, policies, and industry standards.

The CPM is responsible for:

  • Strong Stakeholder Engagement: Build and maintain professional relationships with clients and key stakeholders to ensure effective collaboration and communication.
  • Risk Identification & Management: Implement controls and processes to proactively identify and mitigate risks, supporting the Centre’s operational stability.
  • Continuous Performance Improvement: Regularly assess and enhance oversight mechanisms, ensuring efficiency and effectiveness in service delivery.
  • Contractual & Organisational Reporting: Facilitate, review, and validate management plans and reports to meet contractual and company requirements with timely submission.
  • Compliance & Certification: Ensure the effective implementation of the Company’s Integrated Management System (GEO GRC), securing certification from accredited third-party bodies where necessary to uphold best practice standards.
  • Other Duties: Execute tasks as assigned by the General Manager or the Company, including supporting tender preparation, contract variations, and peer reviews across any Company-managed Centres.

You will be accountable for providing support across Contract management and Risk management, liaising with internal/external stakeholders and oversight agencies, providing expert advice for continuous improvement plans, providing analytical data and reporting that complies with the best practice standards, and ensuring Integrated Management systems are properly implemented as required by the contract or company policy.

You will also carry out duties as directed by the General Manager or the Company including assisting with tender preparation, contract variations and conducting peer reviews as required at any of the Centres managed by the Company.

Essential

  • Quality Management Expertise: Experience maintaining AS/NZS ISO 9001 systems, with knowledge of ISO 31000 and other best practice standards.
  • Contract & Project Management: Proven ability to manage contracts and projects with a focus on governance, risk, and compliance.
  • Audit & Compliance Assessments: Recognised internal auditor or ability to rapidly gain accreditation for compliance reviews.
  • Correctional Environment Knowledge: Understanding or ability to quickly learn procedures and challenges in correctional settings.
  • Communication & Relationship Building: Strong interpersonal, problem-solving, and negotiation skills to foster collaboration.
  • Planning & Prioritisation: Skilled in setting priorities and managing workloads effectively.
  • Technical Proficiency: Solid working knowledge of Microsoft Office.
  • Legal Analysis & Risk Management: Ability to assess legal issues, develop solutions, and provide clear recommendations.
  • Escalation & Decision-Making: Identifies potential legal risks and escalates issues when needed.

Desirable

  • Diploma of Quality Auditing (desirable).
