What does the business unit do?
Emergency Management Victoria (EMV) leads emergency management in Victoria by working with government, agencies and business to strengthen their capacity to withstand, plan for, respond to and recover from emergencies. EMV is a statutory entity and is part of the Department of Justice and Community Safety.
Operations
The purpose of the Operations directorate is to lead the emergency operational coordination and state operations in Victoria by working with communities, government, agencies and business to strengthen their capacity to withstand, plan for, respond to and recover from emergencies.
Please note - The role works on a rostered basis. The successful candidate will be required to work outside normal business hours and on weekends. This may include stand-by arrangements.
What will the role do?
The Lead Intelligence and Mapping Officer is responsible leading and developing a team of intelligence and mapping specialists.
Key accountabilities include:
- Leading and developing a team of intelligence and mapping specialists, providing clear direction, advice and necessary support through developing and implementing new processes and procedures.
- Providing leadership and management of a program which ensures the provision of high quality and high value predictive services, mapping and geospatial data analysis in a timely manner.
- Managing and leading the team in the use of a variety of computer systems and applications, including but not limited to geographic information systems (GIS) mapping tools that support the provision of effective intelligence information and reporting.
- Delivering briefings and presentations to inform key stakeholders and influence decision making and the development of intelligence briefs.
- Ensuring intelligence and mapping products are available for operations, plans, briefings, public information and media within the State Control Centre and supporting agencies.

What skills and knowledge should a Lead Intelligence and Mapping Office have?
As our ideal candidate, you will have:
- Experience in geospatial analysis and mapping (preferably using ArcGIS Pro and/or ArcGIS in an ArcGIS Enterprise environment) and predictive services.
- Understanding of geospatial mapping and predictive services in an emergency management context.
- Demonstrated ability to work in a complex and dynamic environment.
- Knowledge of Victoria's emergency management arrangements is desirable.
- Tertiary qualifications in an appropriate intelligence and/or mapping discipline (such as Strategic Analysis or Geographical Information Systems) is desirable.
