Pika Wiya Health Service Aboriginal Corporation (PWHSAC) is an exciting Aboriginal Community Controlled Health Service which offers comprehensive primary health care, mental health, social support, that addresses preventative, promotive and curative aspects of health, which encourages our community to achieve greater dignity and quality of life equal with all Australians.
We offer health and wellbeing services to all Aboriginal and Torres Strait Islander people in Port Augusta and the surrounding catchment area, with clinics located at Dartmouth Street, Port Augusta, Davenport, Copley and Nepabunna.
Position Summary
The position of Chief Financial Officer (CFO) has a major role in supporting the strategic leadership and management of the organisation in accordance with the Mission, Strategic Plans and Action Plans of Pika Wiya Health Service Aboriginal Corporation (PWHSAC).
The CFO:
Works closely with the Chief Executive Officer (CEO) in the development and implementation of business systems; providing leadership support to the Corporate Services Administration staff and line management support to the CEO in their absence.
Develops and maintains links with other relevant government and non-government organisations to achieve positive health outcomes for the Aboriginal community.
Is responsible for supporting the CEO in the overall day-to-day management of PWHSAC;
Is responsible for providing reporting and financial management support to the PWHSAC Board as and when appropriate or directed by the CEO, or the Board;
Works closely with representatives of other organisations (for example funding bodies) and government agencies;
Assists the CEO with consultation activities, financial management and other stakeholder management as required;
Works closely with finance team and all finance employees that directly support the CFO (including grants management); and
Works closely with Corporate Services, Clinical Services and Programs on a regular basis to assist supporting with the management of their own budgets.
Key Accountabilities
Supporting the CEO in the strategic leadership and management of the PWHSAC
Supporting the CEO in the effective financial and administrative management of the PWHSAC
Working with the CEO to ensure prudent and diligent spending of PWHSAC funds
Ensuring the effective management of the Financial Management Team
Supporting the provision, maintenance and enhancement of quality services
Ensuring the effective management of PWHSAC’s physical resources
Ensuring the information technology (IT) infrastructure (hardware/software) supports PWHSAC’s achievement of operational objectives
Essential Characteristics/Requirements
Education/Qualifications
Tertiary (formal) qualification in a suitable field, including, but not limited to, business management, accounting, finance, health administration, primary health care, or similar; and
Professional accounting qualification such as Charted Accountant (CA) or Certified Practising Accountant (CPA).
Experience
Proven experience in:
Strategic planning, action planning, policy development and implementation;
Developing and implementing financial management policies, procedures and systems;
Working with Aboriginal people, organisations and communities;
Dealing and negotiating with people at high levels in government, non-government, funding bodies, organisations; and
Effectively managing financial management functions.
Knowledge
Strong understanding of:
Social issues surrounding primary health care principles;
Working with Aboriginal and Torres Strait Islander people and communities; and
The principles and practices associated with financial management.
Desirable Characteristics/Requirements
Experience:
Proven experience in providing services and/or working with Aboriginal communities.
Knowledge:
Strong understanding of:
The significance of current government Aboriginal health policies, health strategies and initiatives and their implications;
Contemporary approaches to health care delivery and
People management.
Special Conditions
Include:
Appointment to the CFO position is subject to a satisfactory National Police/Criminal Record Check and any other relevant background checks determined by area of work, obtained through the Screening Unit, Department for Communities and Social Inclusion (DCSI). All checks are to be renewed every 3 years thereafter from date of issue to enable continuity of employment.
