Project/Program Overview
The Bluegum Digital Health Transformation Program team is responsible for delivering the Digital Health Transformation Strategy, a 10-year program of work that aims to transform the state’s health system into a world-class, innovative and integrated system designed to empower consumers and enable healthcare professionals to deliver better patient outcomes through system-wide, digitally enabled technologies.
The Bluegum Digital Health Transformation Program, including the implementation of the Electronic Medical Record (EMR) system, is essential for efficient delivery of frontline health services into the future. The program aims to significantly enhance healthcare for all people in Tasmania by creating a more connected and accessible health system, ensuring that all Tasmanians receive the care they need, in the right place, at the right time, ultimately improving health outcomes across the state.
The Project Manager will play a critical role in supporting the successful delivery of the EMR program for the Bluegum Health Transformation. This role is responsible for driving core project control functions including scheduling, cash flow forecasting, and performance reporting, ensuring alignment with program objectives, funding constraints, and delivery timelines.
Working with the Bluegum Integrated Services team, the Project Manager collaborates closely with program and project managers, delivery teams, finance, and external vendors to maintain integrated project schedules, monitor budget performance, and provide accurate, timely reporting to stakeholders. The role ensures that project governance is upheld and that risks to time, cost, and quality are proactively identified and managed.
Experience/Skills
EXPERIENCE REQUIREMENTS
Proven experience in project controls within large-scale ICT or digital health programs.
Strong proficiency in project scheduling tools (e.g., MS Project).
Demonstrated ability to manage financial forecasting and reporting in complex, multi-stakeholder environments.
Familiarity with EMR systems and healthcare delivery environments is highly desirable.
High level strategic, conceptual, analytical, and creative skills.
High level interpersonal and communication skills, including the ability to liaise and negotiate effectively.
Ability to prepare and produce detailed reports, briefings and other correspondence.
EDUCATION REQUIREMENTS
Appropriate tertiary qualifications in business management, ICT, information management, change management or another related discipline

Duties/Activities
PRIMARY DUTIES AND RESPONSIBILITIES
Develop and manage program schedule(s) including the production of project documentation, communication plans, vendor contracts, risks, and issues registers, project variation and change requests, financial forecasts and other key project documentation.
Produce high-quality program reports, dashboards, and variance analyses to inform decision-making at executive and operational levels.
Provide regular and ad hoc reporting to steering committees, project governance groups and identified stakeholders to maintain successful engagement.

Collaborate with clinical, technical and vendor teams to ensure accurate planning inputs and timely updates to project artefacts
Monitor vendor and contract management including tracking adherence of vendor to business requirements.
Identify and understand business issues and challenges and advise on solutions (people, processes, and technology) that meet business requirements and deliver measurable benefits.
Work closely with the clinical/functional business owners to evaluate potential solutions.
Manage formal project/assignment close-out activities, establishing acceptance criteria with key stakeholders (both business/clinic and ICT Services) and ensure formal review and sign-off.
Manage risks, providing clear and concise escalation and implementation of agreed mitigation actions.
