The Aboriginal Health Council of South Australia Limited (AHCSA) is the peak body representing Aboriginal community-controlled health and substance misuse services in South Australia at state and national levels.
Our primary role is to be the ‘health voice’ for all Aboriginal people in South Australia. We achieve this by advocating for the community and supporting workers through our Member Services with appropriate Aboriginal health programs based on a holistic perspective of health.
Summary of the Role
The Senior Evaluation Officer is responsible for providing strategic leadership in the design, delivery, and continuous improvement of evaluations across the Aboriginal Community-Controlled Health (ACCH) sector. The position undertakes a range of activities including developing sector-wide evaluation frameworks, tools, and metrics that are culturally relevant, inclusive, and impactful. It also leads the creation and implementation of evaluation methods and data collection techniques, guiding AHCSA and Member Service staff to ensure effective use of evaluation tools, and overseeing evaluations of programs.
The Senior Evaluation Officer builds evaluation capacity across the ACCH sector by training staff and Member Services, developing accessible resources to support evaluation work, and promoting data-driven improvements. The Senior Evaluation Officer will cultivate strong relationships with key stakeholders, integrate evaluation findings into strategic planning, ensure evaluations meet ethical and quality standards, and keep AHCSA at the forefront of emerging evaluation trends. It also influences policy and advocates for the value of evaluation in driving program refinement and continuous improvement across the sector.
The Senior Evaluation Officer is accountable to and reports to the Manager, Research and Evidence. It works in close collaboration with staff within the Research and Evidence Team, as well as with staff across AHCSA and Member Services, and engages with external stakeholders as required.
Key Responsibilities
Evaluation Design: Developing sector-wide evaluation frameworks, tools, and metrics, ensuring cultural relevance, and guiding AHCSA and Member Service staff in designing inclusive, impactful evaluations
Evaluation Delivery: Guiding the evaluation of ACCH sector services, programs, and projects, supporting data collection and interpretation, and the adoption of best practice methods for continuous improvement
Capacity Building: Strengthening evaluation capacity within ACHSA and Member Services by training staff, promoting data-driven improvements and creating accessible tools
Leadership and Strategic Oversight: Providing strategic leadership and oversight of evaluation processes across the ACCH sector
Essential Experience
Experience in qualitative and quantitative evaluation methodologies and methods, preferably with a focus on Aboriginal health programs.
Experience in developing program logics and monitoring and evaluation frameworks, including process, impact and outcome indicators for measuring programs.
Experience in capacity building with ACCHOs for evaluation design, development and implementation.
Desirable Qualifications
Bachelor of Public Health, Health Science, Evaluation, Primary Health Care or related field.
Special Conditions
National Police Certificate required.
Requires the ability to travel intra-state and interstate, including overnight absences.
Out-of-hours work may be required.
Working with Children Screening may be required.
